Bribe in provinces unstable at certain rate

The rate of bribery swinging in provinces offices that was covered by CoI survey about the size of bribe, up in some provinces and down in some other.

In Kirkuk, the bribe rate was decreasing 15.18% in September after it was 55.88% in June; the rate was not stable in July and august. While in Basra, the offices witnessed increasing in bribe rate reached to 63.04% after it was 24.69% in June.

The sum of June, July, august and September was, in Kirkuk 32.85% "decreasing", Dyala 34.17% "decreasing", Karbala 31.67% "increasing" and Basra 50.01% "increasing". In a result of practicing bribe in most of the provinces, the rate was 21.12% in June and 22.38% in September.

Essentially the notary office in Kirkuk registered 34.78% "decreasing" in September while it was 52.94% in June. Real estate registering office in Anbar registered 42.42% in July and decreased to 27% in September, and in the same province the rate increased in the directorate of education from 25.35% in July to 35% in September.

By publishing these numbers, CoI practicing transparency by ensuring the availability of information and focusing on taking the procedures to protect the official and the citizen from bribe, unethical phenomenon leads the one to legal problems
