In the course of integrity week activities, CoI organized today a workshop under the slogan of Legal Framework to involve inspector general (IG) in the executive committees.
Commissioner Alaa Jawad Hameed, Abbas Al-Saedi, the head of Legal Office in Council of Ministers (COM) General Secretariat, and a number of IGs and representatives of ministries and oversight entities participated in the workshop suggestions.
The interlocutors` viewpoints varied regarding the avail of involving IGs in the membership of executive committees, particularly those concerned with central contracts and commissions of opinion.
The IGs views were unanimous on that their involvement in these committees should be based on a legal legislation since the IGs order granted them the right to the previous and subsequent oversight on the work of these committees without obliging them with it.
In the light of the comprehensive vision presented by the head of COM General Secretariat Legal Office IGs law was legislated which is, monitoring the overall and comprehensive performance of the ministry, the contribution in forming its future work strategy, ensuring the flow of performance, addressing failures and obstacles, and preventing the emergence of reasons which lead to corruption.
Noting that the non-involvement of Inspector General in these committees would halt the legal commissioning stipulated in IGs order (57) which gives them the right to the previous oversight of performance.
Judge Alaa Jawad Hameed, commissioner of CoI stressed on the need to find a legal framework that determines the matter of involving Inspector General in the executive committees and what authorizes IG in performing his duties and responsibilities effectively.
The representative of Board of Supreme Audit (BSA) expressed responsiveness while calling for the non-involvement of IGs in the executive committees stressing that their role is an oversight role and not an executive role.
A number of IGs draw the attention that their opinions should not be considered regarding issues indicated by them previously, saying that many contracts were passed in spite of the reservations they indicated.
CoI also organized exhibition of bulletin for student. Many Iraqi education directorates had participated in except Kurdistan region.
The subjects of bulletin which exceeded ( 50) was focused on conception of integrity in educational quarters , schools and teachers to educate new generation with disadvantages and dangerous of practicing corruption and identifying them with patterns of crimes.
The first deputy commissioner, judge, Azzet Tawfeeq Jafer distributed prize on those who prepared the winning boosters .
The AL- Resafa third directorate gained the first prize, followed by Baghdad education directorate - AL- Resafa second directorate. The third one gained to holly city AL-N ajaf education directorate.
The Judge Jafer and the inspector general of ministry of education distributed appreciation prizes on the rest of offices participating in Competition.
Toda y CoI organized exhibition of posters, (40) artists among them students of fine arts academy and employees of CoI participated in.
The artists addressed CoI matters and corruption crimes about different side of life, which reflected side affect that arranged on different aspect of corruption, duties of individual, society and family in countering to corrupters and prevents it crimes.
The CoI repeated show of linarsm kamarn ; ( let`s draw a moon) by Kifah Abas which its chapters dealt with affects of corruption crimes on the life of the society and its new generation , its role in sabotaging the conscience and suspension of developing and building programs.
CoI celebrated within its week activities with opening of the new quarter of its office in AL-Emara city.
In the inauguration ceremony, the Commissioner, judge Alla Jawad Hameed delivered a speech in which he focused on the importance of CoI offices` works in provinces and called their employees for strengthening their cooperation relations and coordination with the heads and other offices` affiliates in provinces. As well as opening the doors of their offices for citizen so that to consider to their complaints and opinions.
The commissioner stressed on necessity of accelerating the consideration of corruption cases in provinces to expedite determination it to enhance citizen confidence with state entities and strengthen their citizenship feelings.
