CoI team: Rescuing dilatory industrial institutions needing similar agricultural initiative step

A CoI facts finding team proposed the implementation of step similar to the agricultural initiative to rescue our industrial institutions from failure and recession experienced since decades.

The team asserted that the reality of paper industry in Iraq reflects an obvious example to the deterioration to which various activities of our national industry have declined.

The team expressed, due to a tour it had taken in the General Company of Paper Industry in Basra, hope that an industrial initiative would result in positive outcomes similar to those achieved through the same initiative that aimed at raising the national agricultural products through granting loans for dilatory projects and treating problems and other requirements.

The reality of paper factories has revealed through field visits and dialogues with their officials that after two years of highly active production the factories seized working due to joining their staff to the army and public army formations during the dictatorial period.

The facts finding team noted that the revival attempts to those successive producing facilities have resulted in failure because of the lack of fundamentality of treatment, financial allocations shortages and the oldness of production units as well as their corrosion due to long cessation periods.

The Company officials uncovered a new step to revive the factories` work; agreement with a French company in 2008 to set up a production line for tissues which equipment have reached here but the French experts of installation, operation and training have not arrived yet following the procedures of the Iraqi Trade Bank to open a letter of credit for the Operation.

The officials explained that there are many proposed programs and projects within the plans, renovation and reproduction programs. However, they face an impediment of financial allocations shortages; (76 IDs) billion have been allocated for the investment projects throughout (2013-2017).

They presented a number of other obstacles facing renovation including, the lack of raw materials resources as a result of drying the marshes, enormity of the Company` sums under the liability of other government institutions and inflation of staff; around (3900) affiliates, which is more than double the number required for production, thus burdening monthly payments.
