Continuing the COI`s approach in pursuit the level of bribery in governmental directorates, that has direct impact on the public, and the role of National Anti-Bribery Campaign.
The COI carried out a new survey at the same state-run departments that involved before to measure the bribe change-rate, the results of the survey can be summarized as follows:
1. Real Estate Registry: 35.16%.
2. General Commission for Taxes:21.84%
3. Al-Rusafa Directorate for Passports: 18.09%
4. Al-Rusafa Real Estate Registry :11.7%
5. Civil Status Directorate (Al-Karada, Baghdad Al Jedida) : 10.53%
6. General Pension Directorate: 9.78%
7. Al-Mansour Civil status Directorate: 8.25%
8. Al-Jinsiya Certificate (Shehadet Al-Jinsiya) directorate - AlKarada: 4%
The rate in total was 14.55%, in comparison with the previous survey that revealed 35.79%. Two questions were added: the bribe-taker`s name in which 12 of them have been identified, and the bribe-taker`s identity --- (government employee – facilitator (Muaqeb) - mediator).
The two questions revealed that the employees come out top the corrupted with a rate of 63.7%, followed by 20.74% represented by facilitator, then mediator with 19.26%.
Most of those questioned were under compulsion to pay; those forced to pay because of the employee in charge impeded the petition rated 36.48%, while 17.16 percent caused by asking for bribe money posed by the public servant, in return those not forced to pay bribe rated 45.91 percent, most of them to speedup 40.88 percent, besides a rate of 3.03 percent for possessing of illegal documents.
