A recent opinion survey carried out by the COI in 10 state-run offices revealed that 35.79% paid bribe.
The survey conducted involved governmental facilities like the Directorate of Iraqi National card (Jinssiya), Passports, Tax, Pension, and Real Estate Registry of Al-Karkh and Al-Rusafa sectors.
The results indicated that 38.87% of bribe-payers had to pay, to avoid the administrative obstacles set by the public official, and a rate of 38.87% of them paid money to complete their petitions as quickly as possible. Besides a percentage of 29.92 bribed the employee in charge because they were forced to do so, while 2.41% of citizens paid bribery for possessing of unauthenticated documents.
