Fact finding team report revealed a series of negative phenomenon affects on habitual performance of the ministry of higher education and scientific research, missions` dep.
Fact-finding team for the prevention office, CoI, registered routine performance in the deal of the personnel with petitioners of scholarships to abroad or with the students` parents in many Arab and foreign countries. The most prominent features of the negative performance established by the team in its report, which CoI sent a copy to the office of the minister is the slow of process made by the staff with regard to accomplishing the petitions as well as the existence of unjustified red tape. The long timeframe to open a study file for the students and the staff refrains from dealing flexibility with petitioners and answering their questions related to the missions or the accomplishment of petitions that forced citizens to check records of the office themselves searching the destiny of those petitions.

The team pointed out that the staff was not wearing ID badges; there was no camera for observing ways of dealing the staff with citizens as that required by the national
