Research and studies office: workshop about ethics of planning in agriculture sector

The workshop, organized by research and studies office in COI, recommended the importance of applying the academic studies to determine the values and ethics of planning for prevention from corruption by developing strategies for economic sector in country.

The research papers in workshop named use strategic planning way to rectification agriculture sector in Iraq, with association of inspector general in ministry of agriculture, focused on the importance of address the ethic defect sides in planning to determine standards of true implementation as suitable entry to overcome faces of financial and management corruption and waste of public money one of its significant feature and not employment in right way for human and material resources to achieve promising accomplishments in development and rising of agriculture.

In short speech delivered in behalf of him, his Excellency the commissioner of COI mentioned these workshop considered a sample to prevent corruption in treating sector as Baghdad meeting was recommended to fighting corruption, because use methodical of ethics in planning could lead to applications comply with provisions of UNCAC which Iraq seeks to application it through use inventive ways in such workshops in both academic and applicable practices.

Dr. Abrahim Al-zubedy, inspector general of ministry of  agriculture, emphases on important of need to scientific and practical determination of policies and desired agricultural programming to address the  backwardness of Iraqi agriculture and use all resources in production processes as a one of constantly development conditions to feeding Iraqi population from its domestic resources.

The researcher Muhammad Al- masoudy mentioned the importance of planning for the success which is used since  fifties in last century and not applied so far in Iraq as critical change for the success, he indicated to made a code of conduct to whom work in legislation and planning sector and issued instructions which is contribute in objective and professional of planning for state institutions.

The researcher Fadhel Yousif Abdlah discussed the statistical sides in agriculture sector; he reviewed the governmental support in investment budgets and though borrowing funds. And it`s clear that there is a great deference between the numbers of planted area and increase amount of produce of acre against the high numbers in public budget for the state to investment in agriculture sector or the direct support to the farmer.

The researcher Dr. Abdlhuseen Alhakeem called from planning office in ministry of agriculture to confirm the association between his ministry and other supporting ministries for example: water resources, high education and scientific research and training to implement the strategic plan and considered it the basic way to achieve agricultural development, protect the local product, control on the border points of entry and implement the laws of quarantine to prevent scourges of agriculture from entering to the country.

The professors of colleges agriculture and economic and management, in them discussions, mentioned importance of Characterization of strategic planning concept as objective entrance to determine the standards of practical application, accounting the ministry of agricultural offices about mechanisms of implementation, especially in case of not apply the customary planning ethics standards could ended to forms of financial and administrative corruption in ways of using strategy plans as methods to leakage the corruption according to explanations not correspond with planning ethics originally and its not clear in relay on oblivious methodology which is oblige executive entities to relay on it and accounting it in case of violation it, which its not apply in strategy plans for Iraqi sectors. The specialist professors in human resources management offered them point of view in ministry of agriculture to adopt what is needed from them in management the strategic planning required to meet the food security prudence.
