The notary public offices were the most transparent institutions in dealing with the petitioners during the last April.
CoI monthly survey findings showed that bribery rates in governmental offices during April that (99.04%) of petitions in notary public offices were processed transparently as the rates of bribery did not exceed (0.96%) of the total petitioners.
The banks were ranked second in the transparency index with a rate of (97.41.%), citizenship certificate offices were (97.34%), provincial municipality offices were (97.26%), Baghdad municipality offices were (96.93%), pension offices were (96.59%), the traffic directorates were (95.83%), the passport directorates were (79.95%), the real-estate registration offices were (93.59%), the taxes offices were (93.57%) and the hospitals were (95.14%).

The data submitted by (22751) petitioners which based on their survey forms, showed that the bribery index dropped down to (2.51%) in April.
(571) covered persons from both male and female admitted that they offered bribes to the public servants, (129) from the covered persons gave bribes in order to facilitate their petitions, others claimed that (88) public servants asked bribes, (11) covered persons mentioned that their petitions were not legal, (27) gave different reasons while (272) refused to give any reasons.
The number of males who paid bribes was five times than the number of females.
Number of the covered petitioners refused to give bribes to public servants as the following: (79) out of (85) holding a Ph. Degree, (240) out of (260) holding a master degree, (2741) out of (2922) holding a bachelor degree, (1968) out of (2060) holding a diploma, ( 3213) out of (3347) holding a high school degree, (5017) out of (5213) holding a secondary school degree, (5519) out of (5666)holding an elementary school degree and (2820) out of (2876) illiterates.
(19492) petitioners said that they did not face any difficulties in completing their petitions while (2969) of them faced difficulties and (290) did not say anything.
(835) petitioners forced to pay bribes in order facilitate their petitions but (21437) confirmed that they were not forced to pay such bribes.
The survey teams mentioned that they surveyed 24407 petitioners during April but they removed 776 forms due to filling mistakes and they did not use 880 forms for persons without petitions, so the findings showed that there were (22751) forms belong to petitioners.
