leaded by Judge Allaa Jwad Hameed, COI held the 4th session for the chiefs and members of committees in charge of carry out the recommendation of UNCAC, the meeting agreed about the importance of following up the results coming from these committees and establishing an administrative mechanism to finish the work of establishing the specialized governmental experts team in order to respond to the comprehensive assessment according to the workshop of Amman 2009.
The Commissioner stress in his speech on the importance of getting the right place by Iraq in these international meetings within the form that confirm its ability to apply with the UNCAC requirements through expresses and clarify all its legal procedures in the legislation and executive field as well as its application by the oversight bodies to confirm that this response represent the ability of Iraq to apply with what was required in this field.
In an intensive scheduled, the meeting discuss the Iraqi response to the requirements of guidance recommendations confirming what was accomplish and following what was remain . They discuss in this meeting the work of the committee in charge of applying with the recommendation number 24 from the requirements of guidance which was related with the statement of the principal of transparency and monitoring the funds of political parties and the election campaigns. They also discuss the application of recommendation number 29 from the mentioned requirements related with preparing for a law which strength and promote reporting, informing and cooperate with investigative judges and oversight bodies in the way that guarantee the protection of informers, witnesses, victims and experts.
They discuss the application of recommendation number 14 related with the work on revision the study methods and develop the educational system. They discuss the recommendation number 19 to put a standards to determinate the positions the most targeted to corruption, and the recommendation number 11 related with preparing a programs to combine the legal instrument related with fighting corruption.
The specialized committee discuss the recommendation number 4 related with the preparing of a right of information law , they read in the session the draft of this law and they agreed to distribute a copy of the draft to the members of committees to improve this project and take the constitutional procedures to legislate this law.
They also discuss the application of the tow recommendations 5,7 from the guidance recommendations to affect the role of the parliament in monitoring , as well as the recommendation 25,26,27 related with the work of improving the legal frame of code of conduct to be convenient with United Nation standards of integrity and transparency to support the national sides in charge of accountability within the field of code of conduct, build its capability and effectiveness, affect the role of COI in spread the awareness programs and cultivate public officials and those who are interested with the importance of code of conduct and professional rules in the prevention of corruption, by put a plan to support and train the COI staff.
The meeting emphasize on the importance of apply the recommendation number 9 from the guidance recommendations which deal with conducting a periodic assessment to carry out the policies and national plans to fight corruption and the importance of giving this issue the convenient importance to demonstrate the Iraqi genuine response to the requirements of UNCAC correctly, and to transfer this practice by appropriate media and also by the Iraqi delegation which participate in all related international meeting related with the standards of transparency and Integrity.
