Code of conduct … CoI: two thirds of the government employees did not sign the code of conduct

CoI statistics showed that only one third of the government employees signed the code of conduct that CoI issued in 2006.

 

CoI experts think that only one million employees signed among three and a half millions listed on the payroll of the public and private sectors showed a number of negative indicators. One of the most negative indicators is two thirds of the government staff were unaware of their functional responsibilities and the dangerous consequences of violating the code of conduct.

 

Mentioning that, the code of conduct consists of 21 clauses that obligates employee to perform his duties and responsibilities with faithfulness, sincerity, treating people equally, protecting public money and office secrets. Also reporting on corruption cases, not using position to achieve personal interests, respect the function rules and abstention dealing with other entities in any action that may lead to a conflict of interests.

 

Certifying and inspecting the signed code of conduct showed a faked code of conduct which referred to specialized authorities to legal action against them.

 

Inspections revealed the flaccidity of some offices with the code of conduct violators through using punishments not suitable with the size of the violation that may encourage some people to violate the code of conduct thinking that the people in charge in their offices are not desirous to achieve discipline.

 

Preventing office prepared a plan to educate the government employees with the code of conduct by organizing a series of seminars (in the government facilities) after the questionnaire results that was conducted by Prevention Office in 2010 including (32) offices. The results revealed that (67%) of the employees were aware of the Code clauses.

On the same level, the specialists working in CoI, Ministry of Defense and Ministry of Interior put the final touch on the Code of Conduct Draft for the armed and security forces complies with their specialties specially with their duties according to military laws. It will be applied when the Code come into operation by the State Consultant Council and published in the Gazette.
