Workshop` recommendations: "anti-corruption bodies` responsibility in fighting corruption”

Due to the importance of the monitoring work in protecting public founds, and because of the various bodies after the big change in the Iraqi citizen life in 9/4/2003, and creation of new anti-corruption bodies, and issuing legislations organize and determinate specialty and work of these bodies, its appear the need to the effective discussion among these bodies itself and between the bodies and the audience in general, and with the media and civil society organizations, that because the protecting of public founds is a joint responsibility between all the concerned parties to built the country future, so,COI hold the workshop under the patronage of joint anti- corruption council and with participation of the supreme judicial council, board of supreme audit, the integrity committee in COR and integrity committee in Baghdad governorate council, attendance and participate the governmental and the non- governmental media and the civil society organizations, under the title of : (The anti-corruption bodies` responsibility in fighting corruption), agenda have been presented through this workshop from all the participated anti-corruption bodies, this agenda have been discussed by the participants and the recommendation was as follow:

 

1. Emphasis on exclusive specialties of anti- corruption bodies according to the legislations that arrange its work and that which create clearness in goals, mechanisms and works context of each anti- corruption body and to prevent the interfuse in specialties and interfere in its work.

2. Coordinating supervisory work among supervisory offices which achieve harmony in its work and easy exchanging information among them and shortening many administrative procedures which may delay the achievement of common works, the work shop suggest constitute (coordinating committee) among these offices to meet the need of coordination between its aims, its work mechanism and its meeting by internal system agreed upon it.

3. Give the preventive procedures in fighting corruption importance from all supervisory offices and work hard to combat corruption supporters and also give all power needed upon its own legislation and help CoI detecting through its prevention office seriously in dealing with money disclosure application which lead to reduce or put an end of illicit enrichment and investigate the financial trust for those how obligate to submit their money disclosure applications, and take judicial procedures in case of appearance of illicit enrichment or rejecting to submit the application.

4. Take a great care in implement Iraq obligations according to UNCAC and give reasonable effort by the common council and its members for fighting corruption, to meet convention implementation requirements in all its sides, and as it’s an obligation on Iraq so it need to be implemented a contributed efforts from all Iraqi powers (legislative and executive), and the representation of CoI in the convention is the representation of Iraq and there is a work must be taken for contributing parliamentary integrity committee, BSA and IG offices in all work resulting from the convention implementation.

Such as conferences, workshops and symposiums that aimed to achieve this agreement.

5. Adopting joint work to consider fighting corruption and spreading integrity culture as the future issue for country and citizen. The Iraqi anti-corruption governmental bodies representing the government to fight this plague. On the other hand, NGO represented by Civil Society Organizations and the neutral professional integrity media, should play an active role in fighting corruption, spreading integrity culture and to invest all the values in the Iraqi society including religious, social, moral and educational elements to support the legal rules in fighting corruption.

6. Investing the governmental and non-governmental media as preventive tools against corruption and spreading integrity culture. It should be taken into consideration to avoid unjustified slander or that might be subject to law and to work professionally with moral mass media that committed integrity issue and at the same time to avoid political interventions, which might be beyond objectivity and lead to alignments that might make fighting corruption practices lose their power, objectivity and its ability to be influential. We suggested that each anti-corruption body should have an official spokesman that represents a panel to the relationship with media and public.   

7. Calling for using new technology in the Iraqi government activities especially in Electronic Government field and creating Web-Sites, for all Ministries and bodies (that is not attached to a Ministry), characterized by clarity and transparency to publish the Ministry activities including government contracts, hiring and others.

8. Calling primarily for using the (one window) type service for all Iraqi service offices in carrying out people’s need or escaping from bureaucracy and suggesting working mechanism characterized by simplicity.

9. Calling to expedite the using of the (national unified number) for all citizens to reach reliable and trusted data base in auditing the official documents for citizens when processing their petitions in government offices to prevent forgery or cheating and to simplify procedures.

 

And when concluding this workshop, its organizers wishes to keep coordination between Anti-Corruption Bodies even if the next period will witness an effective roll for civil society organizations and medias working together with these bodies. They wishes also that there should be cooperative activities to achieve the workshop goals and that the recommendations from the workshop will help in the joint work as a work indication.
