Meeting between CoI and Baghdad provincial council to diagnose negative aspects inside Municipality Offices

Baghdad provincial council held a meeting with CoI to discuss fighting corruption and diagnose negative aspects inside the Ministry of Municipalities and Public Works offices.
In the beginning of the meeting, Baghdad governor Dr. Salah Abdul Razaq said: ((this meeting is one of many that were held in cooperation with CoI to identify the size and quality of services delivered by municipality offices and the obstacles that faced them due to their contact people. Therefore, we should study the obstacles to write recommendations that can support offices performance)).
The governor added: ((Corruption is an aspect that the government is suffering from and we need deterring procedures to fight it. In Baghdad provincial council, we followed procedures to fight corruption like emphasizing on wearing I.D. badges for employees and petitioners to block the road on middlemen and we used surveillance cameras. We also built E-gates for the first time in Iraq which will be functioned when employees` entrance gates will be done as well as breaking the routine and expediting processing petitions)).
Dr. Abdul Razaq stressed on the importance of cooperation with the Ministry of Municipality throughout monitoring municipality, water, sewer system office and infrastructural planning employees who technically are related to the provincial council. In addition to that, the ministry is supporting those offices by building modern premises and supplying them with generators, furniture and spare parts to improve their performance.
The governor emphasized on the necessity of activating hotlines and to be supervised by the officials of municipality offices to expedite treating defects. Our ambition is to find a mechanism that enable petitioners to communicate with offices through submitting their complaints.
Mr. Thamir Hadi, CoI commissioner`s representative, talked about the national campaign`s role to implement the national strategy of fighting corruption. Bribery questionnaires in service offices that is in touch with people showed a noticeable drop in its rate.
He added: ((CoI is playing its precautionary and monitoring role not a punitive one throughout these questionnaires to evaluate quality elements of performance and urge offices to develop itself by facilitating and clarifying methods of performance to restrict this negative aspect. The section of monitoring the government performance and transparency is following up with procedures and mechanisms of the governmental offices that have a direct contact with people to achieve the best employment performance and transparency by implementing these offices of quality elements that restrict corruption and prevent bribery.  
Then the reporter of anti-bribery operation team presents the team report, which included three areas regarding tools, vehicles and cleanness. The report spots the light on the unregistered, broken and unused vehicles as well as the problems regarding municipality parking lot and using vehicles by other offices.
Baghdad governor mentioned that, there are 3500 applicable decision belongs to dissolved revolution council and some of these decisions hold back our work regarding this field.
Regarding the cleanness, the meeting concentrates on the daily paid labor. The reporter of anti-bribery operation team mentioned the following notes:
1- The cleaners did not sign out a contract with municipalities although some of them worked with municipality for more than three months
2- The lack of coordination between the governorate and the municipality departments
3- The scratching of some names from the daily attendants
4- The similarity in signatures in the pay roll sheet.
5- Some of the labors designated to work with other offices.
The governor technical assistant pointed out the weak and the defect in cleanness field regarding the offices direct performance and the cleaning company performance.
I.G. deputy for the ministry of municipality and public works mentioned that there are many inspecting offices in the governorates working on monitoring the delivered services to the people through its questionnaire.
The head of Baghdad municipalities talked about the broken and old vehicles and the lack for clear methods to remove the vehicles from the records and at the end of the meeting, both sides ensured the importance of keeping cooperation between them.
