In cooperative with ministry of labor and social affairs, a deliberative meeting was held in the Iraqi Academy for Fighting Corruption moderated by his Excellency head of CoI Judge Ala`a Jawad Al- Sa`idi, his deputy judge Izzet Tawfiq Ja’far, senior deputy of ministry of labor and social affairs, Mr.Haider Al-Zubeidy inspector general of Labor ministry, director generals in the ministry and the head of social affair departments in provinces.
Specialists from both sides attended the meeting to study the outcomes of taking bribes through a periodical questionnaire CoI conducted in the state institutions to carry out the national campaign of fighting corruption led by commission of integrity.
Judge Ala`a Jawad welcomed to audiences and confirmed that such meetings are promoting CoI methodology to work with all the ministries through out the questionnaires and distinguishing the defects and how to handle them, also through out the field visits to provinces conducted by CoI teams so as to achieve our commitments with preventive actions to carry out the campaign of fighting corruption that the commission has ratified.
Judge Izzet Tawfiq, deputy commissioner, confirmed that this meeting was a result of questionnaire committee work that took about two years in addition to what anti bribery office does to put the mechanism to carry out their mission successfully and that gave the opportunity to visit Al-Najaf governorate, Baghdad municipality, Baghdad governorate council and the local governments, this opportunity allowed our teams for auditing and preventive meeting.
The senior deputy of ministry of labor praised the efforts of Coi to pass many difficulties through out observation the failure of performance in some essential departments in the public institutions that is in tangency with citizens .That observation creates seriousness in work for there are who follow and audit the work of the ministry.
He stressed that monitoring device is integrating and directing administrative device, and everyone who thing the opposite, he is wrong. He pointed out that corruption has become more dangerous than terrorism.
"We are used to CoI that gives us more cooperation and logistic support that resulted in developing performance of state institutions and inspector general offices. Our office was one of those who launched this campaign because of what our ministry suffered regarding bribery Mafia of following up transactions. There were strong and supported networks that work publicly and the anti-bribery campaign has great impact to help us uncover it." Mr. Hameed al-zubaidi, ministry inspector general said.
He clarified the role of monitoring of CoI and the great procedures made by ministry to stop and prevent many cases considered more dangerous than terrorism. He also said, "Corrupt people are still strong and corruption is spreading with different means and it became major terrorism financer."
CoI spokesperson declared bribery taking percentage in CoI questionnaire that covered social care office for October and November of 2011, and February and March of 2012.These questionnaires revealed a remarkable fluctuation in those percentages. For example, Anbar governorate percentage social care office recorded 0% for October 2011 and 4, 11% for November of same year. Percentage decreased on February of current year with 1, 75% and it increased on March 2012 with 4, 69%.As for CoI bribery taking questionnaires of Saladin governorate social care office, percentage reached 0% on October and November of 2011 and February 2012. It reached 4.88% on March 2012.
Spokesperson clarified that reasons for bribery were related to employee request, the illegal petition or to get it done quickly or it is intentionally delayed by the office. Anti-bribery operation room official pointed out to difference in implementing the requirements of anti-bribery national campaign in all governorates.
I.G. Haider Al Zubaidey showed in an interposition that, the main problem of the working staff in Social Care offices is by misapplying the Anti-bribery Campaign requirements. But the campaign was fruitful despite its need for more activation and renewal in some of its procedures.
CoI Deputy Commissioner: our goal, listening to point of view
Judge Ezzat Tawfiq confirmed that: ((our goal is, listening to points of view and there should be an agreement on specific mechanism to invest questionnaire statistics. Despite the differences and dropping in indicators, yet it is still below ambition)).
Senior Deputy of the ministry of Labor and Social Affairs pointed out at many issues especially questionnaires that enable us to observe the defects which can lead us to bribed employees, thus we can punish the offender. He added: ((any employee will have reservation against auditing is accused. That is our slogan in facilitating the work of CoI teams)).
Inspector General: 50% of social care network petitions are fakes
The IG for the Ministry of Labor Mr. Haider AL-Zubaidi add: “our office established upon corrupt leaderships and there are mafias for bribery and I have many bags consisting of hundreds of faked petitions. We raided these mafias in their homes and we seized many faked seals and we delivered it to the judiciary. The auditing teams revealed that more than 50% of social care network are faked petitions and belongs to faked names and even we found that we spend Million to dead people.
The IG in the Ministry mentioned that they referred a female police officer, works in the Ministry, to the judiciary after she succeeded in taking (380) Thousand USD to include unneeded people.
He clarified that that Ministry is going to give loans up to (15) Iraqi Million Dinar to jobless people and we found that there are offices charging those jobless (3) Iraqi Million Dinar to include them in this program, therefore we spend Million of Dinars over faked loans. Yet, many people who deserve this money are uncovered in this program.
Smart Card detects hundreds of forged petitions
The senior deputy of minister of labor and social affairs clarified that the most reasons behind the delay of social protection office was the absence of coverage mechanism, he added " the security situation was not good to monitor when the program started." He stated that the effective role of smart card detected hundreds of forged petitions because it depends on fingerprint which led to detect hundreds of persons who get salary from more than one office.
"We depend on CoI and IGs efforts to eliminate the obstacles and to identify the fault point and correct it." He added.
Deputy Commissioner stressed that the future plan of CoI includes starting monthly and quarterly discussion meetings to know what was accomplished and achieved by these formations and to identify the fault in order to provide support and help, where the preventive side is more important than the judicial tracing and by adopting questionnaires periodically will enable it to provide us with general indicators to take disciplinary procedures.
At the same time, the head of social care network revealed that for the past 23 years the ministry used to deliver its services for 69000 people covered with care before starting the social care program. At 2006 and after the social care system the number of the covered people increased to more than one million. The head of social care network stated, "Despite all our attempts to follow CoI notice regarding our work yet we still have a lack of funds and the short-handed".
The joint work between CoI and the ministry caused in recovering a lot of money that used to be given to the undeserved people.
The deputy of social care D.G. said" the social work is very hard because it deals with most important component, therefore we were hoping from CoI such initiative to invest time and money, although our ministry and all its branches suffered from ruined infrastructure and unqualified offices. This state especially found in the branches of [ AL-Risafa, AL-Basrah and Thiqar] which lack the simple equipments because there wasn`t minimum average of specific fund in for rehabilitation .
It showed that giving opportunities to everybody when the Social Care Network started led to cause mess in the office and led to bad measures. The absence of media to cover the tasks of the Social Care Network resulted in disability of the Net to reach its real those who are deserves.
The head of auditing in the ministry said that his office needs new computers to archive the approved documents of the people in the previous year.

Data department manager in labor and professional training office said "we worked under social affairs law and we didn’t have a computer department and the work has carried out in social protection office since December 2005 manually on related papers which were needed Al jinsiya certificate or any other affirmation.
We also discover the existence of seven thousand repeated names, for example, we found a woman who receives the Care network salaries from four Social Care offices while the new mechanism allowed the declaration of the grant reason as well as the age and all the official documents presented.
The Manager of The social protection department in Najaf enquired:
"What was the state vision about the social network? Did the state donation for the poor family was convenient with its requirement? He also enquired about the reason of employee`s resort to bribery extracting that huge corruption is coming from setting legislation convenient to a specific individuals or a nominated entity.
The ministry inspector general (Haydar Al subsidy) indicated to the exploitation of some candidates to the Social Care Network in supporting their position within their voters to obtain further votes,
They use to distribute approximately 2000 Application Social Care Network Form to their relatives and members from their party to guaranty for themselves their votes instead of who deserve.
The Social Care Department in Rissafa indicated the lack in both real and moral support to promote the diligent employee and this was confirmed by the Inspector General who justified that by the lack in financial funds.
While the Manager of Wassit directorate insisted of including the name of the office in charge within the form of questionnaire so that the accusation would be allocated and the neglected will be acknowledged.
In interposing the Senior Deputy of Labor and Social Affair Ministry confirm the important of oblige the local councils in provinces to allocate vacancy positions to those who work within the Social Care Network because we can`t urge Ministry of Finance to allocate these vacancies, the number of vacancies allocated by Ministry of Finance is (Zero) so we cannot appoint the well trained staff which we may lose if they decide to leave the work with our branches.
After listening the opinion of the attend participants from the Ministry of Labor and Foreign Affair, The specialized preparing data team in COI spoke within the Comity of Fighting Bribery and which in charge of distribute, separate, analyze the result and extract the conclusion, whereas the manager of statistic department in COI said in clarifying the mechanism of making the questionnaire
