Commission of Integrity Holds its Fifth Scientific Conference

“CoI holds its conference among an atmosphere of sadness because of the offensive terrorist action which took away our generous personnel who accompanied our work " with these words Judge Ala`a Al-Sa`ady the head of Commission of Integrity opened the actions of the fifth scientific conference in Al-Rasheed Hotel under the slogan (Integrity is The Base of Country’s building and Enhancing Citizen`s Trust With Public Service).

The attendants of this conference were: The chief of Supreme Judicial Council Judge Midhet Al –Mahmood, Secretary General of the Cabinet Dr.Ali Al –Allag, Chief of Integrity Committee in The parliament Mr. Baha`a Al-A`araji, Member of the Committee deputy Kamal Al-Sa`ady, number of inspectors general, academics, informational and a number of state officials.   

"Corruption represents the biggest challenge to countries on social, economic and political level. Corruption disclosure efforts led to unmasking the semi public coalition between money and policy and brought down countries leaders and governments who turned their countries to farms for themselves and their followers through using official positions and obtaining commissions, profits, bribes, theft, money waste and suspicious transactions", he added.

He confirmed that the spread of, values, principles, democratic legislations, constitutions that guarantee peaceful circulation of power, free strong media, attentive civil society and independent judiciary will enable containing and punishing corrupt and involved persons of different posts and capacities. The judge stressed that there is no zone inaccessible by corruption but this does not mean to surrender and coexist with corruption under the pretext of not being able to eliminate it. For example, resisting sickness starts from thinking of finding the cure. We think that the Iraqi auditing Laws, including CoI Law, proved its advantages clearly in fighting corruption, corruptors and raising liability and accountability level, with clear support from all the legislative, executive and judicial authorities. It also participated in decreasing corruption rate in government facilities through a monthly questionnaire, organized by CoI, which spot the light on the legal procedures in fighting corruption)).

The head of the Parliamentary Integrity Committee Mr. Bahaa AL-Aaraji said, in the conference, that “the subject of this conference based on two words, building and destruction. The new Iraq encourages building after the destruction of citizen and citizenship by the last regime”.

Mr. Salim Polus, IG of the Ministry of Industries and Minerals, made a speech referring to ((IG`s System believe in the possibility of fighting corruption effectively and continuously through the participation of society establishments in fighting corruption whether it was parliamentary, governmental, civil organizations, media or private sector. From this point came the importance of the Anti-corruption joint council that, worked on coordinating the efforts of those entities and built a national integrity system with its different forms and shapes (BSA, CoI, IG offices and the Prime Minister Coordinating Office for auditory affairs) in addition to the efforts of implementing policies and programs, releasing a group of initiatives to enhance the efforts of fighting corruption, strengthening the auditory rule of the parliament and the governing councils, reinforcing accountability methods and transparency principals in running the establishments)).

Dr. Ihsan Al Qurshey, chancellor of Al Qadisiah University, started the scientific sessions with two researches. First research was discussing (suggesting a form to disclose the tendency of a corrupted personality) written by Dr. Osama Hamid Mohammed an instructional in Al Mosul University; college of education and Hadeel Subhi Ismael an instructional in Al Mosul University; college of fine arts. The two researches were seeking clear extents of an issue that was never discussed psychologically before which can fulfill some of entities ambitions especially CoI in relying on objective methods that could assist in disclose and diagnose corrupters or the people who have corruption tendencies, to protect the country and its people from their dangers.      

The second research of Dr. Hussein Latfa Hafidh, a researcher in Al- Kufa University studies center, was discussing (self reform and its effect in fighting corruption). He stressed on that "the basic source of excellence and success is a self reform so that we should pay high attention whether in raising the self or refine it toward reform). The researcher addressed the relationship between self reform and fighting corruption by benefiting from the historical heritage rich in means that stop before corruption and tackling it.

Dr. Uhud Abd Alwahed Education College (Ebn rushud) dean, has led the second session, two researches were discussed the first one about the role of knowledge technology in choosing and categorization individuals of Dr. Mudhafar Al Ta`ai from the educational studies center and psychological researches in Baghdad university dealt with the great injustice that the Iraqi community had witnessed that led to emerge a community with special characteristics individuals differs from other people, many psychological theories may fail to interpret its special structure against originality and antiquity of the civilization of this country which its history was full with negative psychological aspects thus the Iraqi personality contained characteristics led to spread bad phenomenon one of these phenomenon occupying the administrative and technical position by incompetent persons.

The employees who hold a position had no relationship with the field of specialization that led to weakness of administrative performance level, in addition to prevailing corruption and patronage upon development and progress.

The second research was in titled "The employment immunity and its effects in fighting corruption" addressed by Dr. Fetah Mohammed Hussein from BSA, who stressed that the employment immunity is a two-aged weapon. Is necessary to protect the employees and the public service but it could be abused by some officials to hindering the anti-corruptions efforts .So the clause " 2" from the article "30" of the United Nation Convention on Fighting corruption in 2004 that obliged the members state in order to take the necessary measures to keep suitable balance  between any immunities or juridical privilege granted to their public employees in order to perform their professions .It demonstrated the ability to make when necessary active process of  investigation, following and prosecution against the criminalized action in pursuant to this convection.

At the end, the participants assured number of recommendations:

 

  1. The government bodies and sectors must adopt clear and transparent work mechanisms to detect corruption and fighting it.
  2. Involving C.S.O into the monitoring procedure over institutions works and detecting corruption and promote the concept of citizenship confirmation for the Iraqis people.
  3. Involving the educational leaders and its teaching staff into courses and workshops that clarify the roles they may assume.
  4. Broadcasting the media programs that clear the positive points throughout people`s work in spreading of the integrity and keeping the public money.
  5. Honoring the qualified employees for their distinguished efforts.
  6. Confirming the role of educational and psychological guidance within the educational institutions and preparing the scientific programs for strengthening the integrity concept and keeping the public money.
  7. The continuation for involving the academic persons in the activities that the commission organizing it.
  8. Employment the principles of Arabic Islamic heritage to be a good pattern of the human conduct.
  9. Offering the support for inspectors general offices to take on their role in applying the standards of professional and employment conduct.
  10. The coordination and work to involve clerks for fighting corruption.
  11. Show the heroic role for commission`s martyrs and the injured in the conferences and workshops and considering 22/12 as an anniversary for commission`s martyrs.
