Elderly house of AL-Rashaad gather the elderly, mentally disabled, disabled and homeless

The CoI prevention office, cooperating with the Inspector General’s office in the Ministry of Labor and Social affairs, achieved multiple visits to the Elderly house in AL-Rashaad area to evaluate the performance of the employees according to Code of Conduct and to be familiar with the nature of services provided to the residents (the elderly with special needs) and to identify the problems and obstacles facing the officials and the residents.

The house capacity is (110) residents, while the current number of residents are (104) of both genders. The house consist of halls (each one contains 10 residents) and rooms with two beds. The house provides three meals a day for the residents, provided by the Ministry of Labor, beside a first aid center and periodical visits by the doctors. The house lacks to a resident doctor, in spite of the continuous official letters to the Ministry of Health. The reason behind that is no doctor want to work in this house in order not to lose the allowances given to them by the Ministry of Health and only a medical assistant was designated in this house. The Ministry of Labor built a new building, with bigger space, instead of the current building and hopefully they will move to the new place after furnishing and supplying it with the necessary equipments.

(89) Officials are working in this house, divided into three shifts around day and (25) service workers as well. When the residents need for medical care for few days in the hospital, the administration faces problem regarding patient’s escort because there are no enough workers to be designated to escort the patient while getting treatment in the hospital.

The house manager complained of non-executing the regulations and instructions stated by Ministry of Labor regarding housing elderly without being interviewed by the (elderly accepting committee). The elderly sent to the house due to Judges’ decisions against the homeless people who have been arrested in the homeless arresting campaigns. Therefore, those homeless will be considered as elderly according to law. It was noticed that there are many severe disability conditions to be send to the house when they (the disabled persons) reach to age of (18), whereas those disabled are not allowed to stay in the house and in another cases, some persons are allowed to reside in the house despite their health and aggressive psychological condition which need to be sent to mental hospital and the solution of this problem is to establish a medical committee to determine the patient condition (to stay in the house or to be sent to the hospital), besides the existence of (elderly accepting committee) in the Ministry of Labor and Social affairs leads to a big confusion in the house work.

Suggestions:-

The work team did many visits to the house to recognize the nature of work and the way to accept the residents, the team met with the officials of the house and the residents to listen to their suggestions and complaints. The work team came out with many suggestions to develop the services.

·         Establishing a clinic and provides it with medical supplies to meet the needs of the patients and designating a doctor to work in it, and continuing to give the doctors their allowances.

·         Coordinating with one of the legal entities to follow up the residents’ problems and cases and their legal issues.

·         Providing entertainment programs for the elderly to keep a good impression that there is someone taking care of them and increasing the residents salaries (accept the retirees), knowing that their current salaries are (30) thousand dinars a month.

·         Sending the elderly, who have psychological conditions, to specialized hospitals according to Article (8) of the Law of the elderly house.

·         Keeping the patients, who have severe disability, in the house till they reach (18) or move them to specialized houses instead of keeping them with the elderly.

·         Include the house staff with the allowances for motivating them for doing special services.
