CoI conducted the first of its kind survey to measure citizens` satisfaction on offices procedures under requirements of national anti-corruption campaign launched in mid of 2009. Survey results showed that Baghdad Amanat, health and justice ministries are the best three governmental institutions that responded to requirements of national anti-corruption campaign in achieving citizens` satisfaction, and the percentage reached ( %66.95, %66.53, %64.66) consecutively. Citizens` opinion survey regarding the performance and commitment of these entities to these requirements was done according to questions involved in survey form. Ministries of oil, education and displaced and immigrants came in the end of the list of ministries, institutions and entities and the percentage reached (50.55, 53.73, 57.8) consecutively.
Concerning Iraq governorates offices, excluding Kurdistan region, public sectors offices in Anbar province occupied the first grade in terms of response with percentage of 85%. Governorates of Maisan, Muthana and Baghdad occupied second, third and fourth grade consecutively with percentages reached (71.35, 68. 57, and 67. 1).
Public sectors in governorates of Thiqar, Kirkuk, Basra and Nineveh hold the bottom of list of worse response towards requirements of national anti-corruption campaign regarding achieving citizens` satisfaction, and the percentages reached (35.26 , 45.13 , 46.99 , and 48.92) consecutively. In general, offices of martyrs` institution in Al-Muthana, Ramadi municipality directorate, and directorate of oil derivatives distribution in Al-gailani with percentage of (97.8 , 97 , and 96.85) consecutively were the best three offices in the response related to citizens` satisfaction. Offices of Al-rafidain bank in Karbala/ Alhindia branch, first tax directorate in Kirkuk and Al-rasheed bank/Aredo branch with percentage of (14.37, 17.48, and 17.69) consecutively were the worse three offices in terms of achieving citizens` satisfaction. This survey covered 307 offices across Iraq and from different government institutions.
It is worth mentioning that CoI has set a form included eight questions aiming at measuring level of satisfaction of those who deal with government offices so that CoI can overview results later and follow up offices that failed in its response to achieve citizens` satisfaction based on what the citizen himself mentioned about those offices
