CoI Second Questionnaire: 87.9% Say NO for Pardoning Forgers

In the second questionnaire conducted by Commission of Integrity (CoI), in all Iraqi provinces, except Baghdad and Kurdistan, 87.9% of the respondents had rejected issuing a pardon decision for forgers. However, 11.68 of them support such decision. And 73.32 of the respondents were beside intensifying punishment for the forgery crime, while 94.45 of them were against pardoning the senior public officials.

In concerning with forgeries committed by the candidates to the general elections, 95.41 of the respondents do not support pardoning them, while 79.99% of them were against covering the junior official employees in the pardon decision.

It is worthy mentioning that number of the questionnaire forms was 9758 forms passed to different social levels of people of different careers such as universities professors, lawyers, students, writers, media men and public employees, and this questionnaire was conducted in two stages.

The first questionnaire in Baghdad was conducted through circulating 1186 forms passed to people as 88.7% of them basically rejected the idea of issuing a pardon decision. Thus, the number of the two questionnaire forms was 10944 ones showed a strong tendency for the respondents to oppose issuing a pardon decision for those committed crimes of documents and school certificates, and instead they like to intensify the punishment penalty against the forgers.

These two questionnaires showed the percentage of the respondents against issuing a pardon decision is 87.98% in all over Iraq.

These two questionnaires express the public opinion which highly respected by the Commission of Integrity and clearly shows there is increased developing toward a culture of integrity in the Iraqi society.
