Ministries of Oil, Justice and Martyrdoms` Foundation Top Bribery Takers as CoI Questionnaire December, 2010

Commission of Integrity`s December, 2010 questionnaire shows that Ministry of Oil , Ministry of Justice and Martyrdoms` Foundation are the top public agencies bribery takers in December 2010 , (6,8%), (6,32%) and (4,75%) consecutively. The questionnaire also shows that public sectors in ThiQar (9,2%), Babel (9,08%) and Najaf ( 8,43%) are the most corrupted agencies during last December.

Real Estate Registration in Babel got the highest rate in taking bribery all over the country except Kurdistan region. (39,47%) of users said that they had already paid bribes to get their works completed by those agencies. In Najaf the Real Estate Registration came second with rate (34, 02%) and Taxes directorate in Saladin came below with rate of (30%).

According to the questionnaire Baghdad agriculture department got (16,67%), AlDhilal Co. driving license office got (14,29%) and AlKhulani Notary Public Office got (12,16%) as the most bribed agencies in Baghdad.

In this questionnaire (30601) Iraqis participated covering (388) agencies in Baghdad and other provinces except Kurdistan region. (1194) persons (39,9%) of the participants said they had already paid bribes to get their works finished on those agencies.

The number of participants in CoI questionnaire from April 2009 till December 2010 reached to (369497) persons (29728) of them i.e. (8.05%) said they paid bribes. And (25990) gave reasons for paying bribes, (21,96%) of them said they paid bribes because the public employee asked them to do so and (37,39%) of them said they paid bribe because those offices delay getting their work finished in a proper time. However, (6,7%) of them said they paid bribes because their own works were not legal. And (33,95%) of them paid bribes to speed up their works at those agencies.
