The CoI`s November survey, a monthly poll to measure bribery levels in the public sector, shows that Ministries of Communications (9.5%), Justice (8.47%), and Electricity (7.09%) are the worst to accepting bribes.
The recent survey has revealed that state-run institutions in the Iraqi provinces of Thiqar (17.46%), Babel (11.1%), and Kirkuk (10.8%) were the highly vulnerable institutions for bribery practices throughout November 2010. Nearly 50% of people who having dealings with Municipality department for Thiqar province , said they had paid a payoff – making it the worst - among other Iraqi government institutions, excluding Kurdistan region, while Civil Status Directorate in the same province came in second with a rate of 46.84 %, followed by Real Estate Registry in Kirkuk 45.45 %. According to the report, AlSadr Tax Office hits this month a bribery rate of 22.64%, and the General Commission for Taxes of Alkarakh sector stands at 15 %, while AlSadr Real Estate Registry scored the 3rd place with a rate of 14.47%, making them the most bribed public-sector establishments in Baghdad.
In November 2010, Nearly 29828 citizens in 376 governmental offices in Baghdad and other Iraqi provinces, not including KRG, have been interviewed by the CoI`s working teams. Of those surveyed, 1582 indicated they had paid an illegal payment to complete their petitions, and those represented 5.3 % across Iraq.
Between April 2009 and November 2010, the CoI surveyed 338896 people. Some 28563 with a rate of (8.43%) reported paying a bribe. The number of respondents who mentioned the reasons behind paying bribes was 25058.
The latest report also shows that 22.12% had to pay upon the official`s demand, while the hindrance set by some state-controlled departments was the cause of forcing 37.26 % to engage in bribery. About 6.73% of respondents paid a bribe since they have illegal documents, and 33.89% of those polled paid money to speed things up.
