Transparency Report For 2010

International Transparency Organization issued its perceptions index for corruption for 2010. 178 countries were included in this index. Iraqi category came in serial (175). But the matter is not with the serial of Iraq in comparison with other countries but in the number of points (consists of 10 points) that the index got. It`s worthy mentioning that Iraq has improved his position in this report comparing with the last reports of the organization. Iraq took positive steps to upgrade his points. So whenever these points increased the country becomes more integrity, and vise versa.

Iraq was joined in organization reports in the year 2003. Since that date, Iraq began to degrade his points except in 2005. Whereas Iraq got (2.2) in 2003 then degrade to (2.1) in 2004 then he went up to (2.2) in 2005. Once again he degraded to (1.9) in 2006. Then he degraded to (1.5) in 2007. Then he got (1.3) in 2008, but he stayed at the same point(1.3) in 2009. This year the index raised to (1.5) and it was good index and noticeable improvement regardless of our opinion in perception index and the results that the organization depends on. These results which gave points and categories to countries we don`t think that the institutions in Iraq were more corrupt and taking bribes than institutions in other countries.

But this report pushes Iraq forward to work hard for fighting corruption, moreover it will push the legislative and executive authorities to take initiation and prepare fighting corruption requirements whether through legislation or mechanism or the procedures. In spite of commission`s awareness in dealing with this file on the basis of certain strategy, International Transparency Indexes are not working on auditing entities performance only. Countries which got more points have adopted the electronic government in its program to offer services and depended on accurate general procurement systems in a way that does not allow the penetration of corruption in it with the same amount it is spreading in countries still suffering from bureaucracy in its institutions and the absence of developed financial administrative systems. Thus, the difference is clear in country monitoring entities that gained the greatest points compared to countries suffering from decrease in corruption perceptions indexes.

We would like to point out that Transparency International has listed Iraq in the index of assessing seriousness of countries that fight corruption and according to the poll about this subject and without elaborating numbers and statistics, Iraq is more serious in combating corruption than Lebanon and Morocco, and this is something good for Iraq.

The commission, with its renewing work in administration, mechanisms, procedures and performance, has made acceptable progress in terms of corruption prevention though the security, economic and political circumstances of Iraq have doubled the volume of the problem.

Finally, dealing seriously and really with TI report and giving in the volume of corruption and its effects in Iraq is considered source of strength and push the monitoring system and other governmental institutions to adopt reform and renewal of administration and system that correct the country statues according to the best way that make our country reach the highest levels of integrity and be the less in corruption.
