Municipalities, Justice and Trade top bribe list

The monthly survey, that the CoI conducts to measure the bribery size, put ministries of Municipalities and Social Works (MOMSW), Trade, and Justice at the top of CoI`s bribery survey, that was carried out in September 2010.
The survey, which gauges the perception of payoffs in the public sector, finds that (MOMSW) rated (8.13%) followed by MOJ (7.46%), while MOT scored (7.33%).
As for the provinces, Babel (13.04%), Najaf (12.49%) and Thiqar (9.09%) were the most likely to engage in off-the-books payments.
According to the survey, Karbala Municipality rated the worst in the occurrence of bribes among other establishments – not including Kurdistan region - based on a rate of (67.21%) of the people surveyed.
Babel Real Estate Registry booked second place, followed by Najaf Taxes department, with a rate of (38.68%) and (34.33%).
In Baghdad, Al-Rafiden bank- Dur Al-Thubat branch with rate of (22.58%), Al-Yarmuk teaching hospital for childbirth (16.13%) and Baghdad teaching hospital stood at (11.82%), were deemed most likely to accept bribes money.
September survey covered (27312) individuals, (1433) mentioned that they paid illegal amount to complete their transactions, their rate reached (5.25%).
Between April 2009 and September 2010, (280743) have been questioned. The rate of (25475) respondents, who paid payoffs, ranked at (9.07%).
(22529) respondents shed the light on paying bribes, as the survey says that (22.39%) of those surveyed that the reasons lie in paying money owing to employee`s demand.
Meanwhile, (37.2%) had to pay off because of obstructing done by the state offices. Also, (6.59%) claimed the possession of unauthenticated papers was the cause to paying bribe, while (33.82%) paid with intention to speed up the transactions.
