The Commission of Integrity revealed the details of sentencing embezzler more than six billion dinars from funds of the Ministry of Health, pointing out that the convict took over the ministry’s funds after forging certification letters and payrolls of (ghosts) protection personnel.
Referring to the details of the case that the Commission has investigated and referred to judiciary, COI’s Office of Investigations pointed out that the fugitive convicted, in complicity with other defendants separated their cases, forged certification letters and payrolls for ghosts protection personnel, embezzled and stole of amounts. The convict forged letters for appointing 250 ghost protection personnel in the Ministry of Health, received their salaries for three years for his personal benefit as well as, amounts which were stolen reached (6.500.000.000) dinars, the office said.
The Criminal Court on Corruption Cases in Baghdad has reached to a sufficient conviction to criminalize the accused in accordance with provisions of article 444 eleventh of Penal Code, after reviewing statements of the legal representative of Rafidain Bank who requested complaint against the accused who was employed in the Center of Control Transitional Diseases and the accused persons separated their cases at the ministry.
Based on the obtained evidence which are sufficient to convict him and presumption of escape from justice, the court sentenced him to jail for seven years, pursuant to the provision requirements.
The decision in absentia against the convict also includes issuance of an arrest warrant, conduct proper inspection against him, and certify seizing his movable and immovable property, in addition, both damaged parties ( Ministry of Health and Ministry of Interior) shall have the right to request compensation before the civil courts after decision becomes final.
