The team confirms that the contract is deemed canceled due to failure to comply the implementing company to provide a mortgage

The contract didn’t indicate the numbers of smart meters amount of nearly (IQD 2.5) billion

The Survey team from prevention office revealed that contract of rehabilitating, collecting and maintenance Al-Ghadeer shops, which referred to one of contracting companies is illegal, if the contracting is not done according to workable instructions, or instructions of implementing the governmental contracts no.(2) of 2014 or investment law, but it was provided as a compensation for another company’s contract for taxing of two quarters in Ziona.

The above office, in its report on the visit by above team coordinating with IG office in Ministry of Electricity to Al-Ghadeer quarter to investigate the subject and view the related documents of signed contract between the Ministry of Electricity and implementing company for the project that mentioned in the report of one of satellite TV newscast and observed by our media center, then referred to the commissioner of integrity concerning the poor implementation of digging trenches for wiring of (Al-Ghadeer city) in quarter (702, 704 and 706), confirmed that the decision of committee of energy affairs for referring Al-Ghadeer area to the company to complete compensation on the difference in Ziona area was not approved by the committee head.

The above report noted that granting the investment license to company from the date of signing was done before installing and providing the system of smart meters and the contract of rehabilitating, collecting and maintenance to enter into force and actual start, despite more than a year and half passed on the signing of contract, indicating that the number of smart meters were not mentioned in the contract to be calculated by the electricity distribution directorate\ Al-Rusafa, which amounted their values (IQD 2.388.084.000).

The report clarified that the company did not comply with providing the mortgage according to the contract of mortgage that signed on 12\1\2016, as the contract is automatically canceled and giving the right to above directorate to demand the compensation from implementing company according to law, and the subject of mortgage is not resolved so far, despite implementing the contract.

The report mentioned technical notes and violations of contract’s terms that were specified cooperating with IG office in Ministry of Electricity, which are in non-adoption the level of pavement as a reference in calculating the depth of digging or the general level of land in cases non-existence a pavement or non-using the hidden hole in main streets, in addition to that the cables were not extended into the trenches in parallel and existence of distance among them, then do not put an empty distance at the top of trench to be filled with material final siding according to the nature of surrounding area, and non- using the compaction to put a layer of sand on the ground of dug trench, then put another layer above the cables after extending them in the trench.
