Commission of Integrity announces number of lagging projects in AL-Najaf governorate

Lagging projects in the governorate reached 143 projects; most importantly AL-Najaf is the capital of culture

Terminating lagging projects reached 38 projects, including residential complex es, factories and hotels

Lagging projects includes 12 ministries and entities not affiliated to a ministry, conducting an investigation concerning 10 projects

COI disclosed lagging projects in AL-Najaf governorate, which were monitored by one of its teams that visited the governorate, as well as to monitoring and documenting with the field of investigating in the reconstruction projects, services and investment in all the provinces; indicating that the number reached (143) projects, in addition to conducting 10 projects of which criminal cases were opened.

Criminal cases
COI mentioned the ten lagging projects in the governorate of which criminal cases were opened, the most notably was establishing the cultural city of Al-Najaf, the Capital of Islamic Culture Project of 2012. It included water projects, Kufa wastewater treatment plant, As well as the establishment of a five-star hotel by a Turkish company, a tunnel in Kufa, building of the provincial council, in addition to the project of supplying security cameras and forensic laboratory in the province.

Education and Health
The report pointed out that the lagging projects included 12 ministries and entities not affiliated to a ministry, which were monitored through 72 field visits to the sites of these projects. The report pointed out that the Ministry of Education`s projects amounted to 41 projects, including demolishing, reconstructing and establishing of 45 schools, kindergartens and building the teacher training institute in the Mashkhab. The report shed light on the existence of four projects for building the hospitals, including two hospitals with a capacity of 50 beds in the district of Al-Mashkhab and Al-Huria.

Water
The report pointed out that Ministry of Housing, Reconstruction and Municipalities projects amounted to 37, which included the construction of Al-Najaf-Kufa water project with a capacity of 16000 m3 / h, in addition to supplying, installing and operating of a water desalination unit for the villages of Al- Najaf Sea, a compound water unit with the conveyor line and pipes, in addition to establish five water compounds with conveyor line and network, while connecting a water compound from Nazem al-Mashkhab with the network of 9.5 km, as well as the implementation of rainwater networks, heavy water and lift stations, in addition to the construction of the conveyor line from the pumping station to the treatment plant and sewage treatment plant in the governorate center.

Terminating licenses of investment projects
The report pointed out that terminating licenses of investment projects reached 38 projects, including residential complex of seven residential complex es included 22.000 housing units, three tourism and entertainment cities, a water sports city, nine hotels, restaurants, casinos and a conference hall, as well as the establishment of four cement factories, slabs, insulating channels and medicines. The report added that the lagging projects included the establishment of a public hospital and medical clinics, the monorail train project, a power plant, an integrated agricultural project, a model farm, a commercial complex and a printing press, in addition to sign contracts with companies from Britain, Canada, Spain, Turkey, Lebanon and Kuwait, in addition to local companies.

Knowingly that COI had announced the total lagging projects in numbers of governorates, which were monitored by the investigative teams composed in all the directorates and investigative offices affiliated to them. These teams were responsible for classifying the criminal cases according to their importance, and completing investigation and investigating the reconstruction, services and investment of the lagging projects.
