Commission of Integrity announces the number of lagging projects in Basra

Lagging projects in the governorate reached 233 projects

More than two trillion dinars, the cost of projects in which criminal cases were not filed

Conducting an investigation concerning contract of Al-Maaqal entertainment complex amounted to $ 850 million

Water projects cost in the governorate amounted to $600 million

within COI efforts in investigating construction, services and investments lagging projects in all governorates, the Commission announced the lagging projects in Basra governorate which were monitored by one of its teams that visited the governorate ; indicating that the number reached to (233) projects, including (43) projects of which criminal cases were opened .


190 projects with more than two trillion dinars

Commission of integrity disclosed in its report that the total cost of the 190 projects in which criminal cases were not opened till now amounted to (2,069,707,253,605) trillion dinars, including (53,000,000,000) billion dinars for water projects, covered designing and implementing of Concrete water project at Um Qasr, in addition to constructing, equipping of complex es and water units with subsidiary nets and pipelines. Moreover (92,000,000,000) billion dinars allocated for the projects of implementing networks, stations of rain and sewage in the city, including the first phase of Al-Deer and Um Qasr sewerage projects.


Health and other sectors

The report added that the cost of health projects amounted to (100.000.000.000) billion dinars allocated for establishing two hospitals with a capacity of 100 beds in both Safwan and Al-Hartha, in addition to center for burns in Al-Fayhaa public hospital and health centers with pharmacy stores. The report pointed out that the cost of constructing buildings for some offices in the governorate had exceeded (75.000.000.000) billion dinars, including governorate board building with (20.000.000.000) billion dinars, and Basra construction laboratory amounted to (17000.000.000) billion dinars, as well as (35,000,000,000) billion dinars for constructing closed gymnasiums and sports hall, youth clubs, sports school complex and artificial grass yards.


Roads and bridges

The report pointed out that the cost of projects for the development and rehabilitation of roads and the establishment of new roads, bridges and side roads within the lagging projects, in which criminal cases were not opened amounted to (150,000,000,000) billion dinars, the most prominent were projects of designing and implementing Imam Ali step bridge, rehabilitation of Safwan-Al-Zubair road with 28 kilometers amounted to almost (53,000,000,000) billion dinars, whereas the cost of the projects of higher education and the technical education commission amounted to more than (28,000,000,000) billion dinars, the most notably the establishment of scientific research centers at Basra University with more than (8.000.000.000) billion dinars, in addition to building more than 80 schools, kindergartens, dozens of classrooms, and 18 halls at the directorate of examinations in the education directorate at the governorate.

Criminal cases

The report mentioned the 43 lagging projects in the governorate of which criminal cases have been opened, the most notably the contract of Al Maqal Entertainment Complex at Al Ma`qal Port, which is a joint operational investment project amounted to $(850.000.000) in addition to water project that consisted of four phases amounted to $(554.000.000) million, and the transformer channel project for Shatt al-Arab water which amounted to (480.000.000.000) billion dinars.

The report clarified that among these projects, the establishment of a hospital with the capacity of 200 beds in the district of Abu Al-Khasib and private hospital for heart diseases amounted to (252.000.000.000) billion dinars, showing that the cost of the project of establishing colleges at Abi al-Khasib and Zubair that was forwarded to a Spanish company amounted to (54.000.000.000) billion dinars, in addition to the design and implementation of a sewerage network with its pipelines and paving works amounted to more than (48.000.000.000) billion dinars, as well as the implementation of the second phase of central Shatt al-Arab project amounted to (10.000.000.000) billion dinars, in addition to a number of investment projects such as modern Basra city and Basra Frond ,the golden city, housing complex es, water and sewage projects, electricity power transmission and school construction.

Knowingly that COI had announced the total lagging projects in the governorates of Saladin, Kirkuk and Nineveh, which were monitored by the investigative teams formed in all the directorates and investigative offices affiliated to them. These teams is responsible for classifying the criminal cases according to their importance, and completing investigation of the reconstruction, services and investment of the lagging projects.

COI DGs were assigned to administrate and supervise the completion of these projects and submitting summaries of the results of the investigation.
