COI Commissioner emphasizes need for serious and real will to combat corruption, points out to indicators to support oversight bodies,

Recommendations of the conference urge research centers to attach importance to the anti-corruption researches and promote integrity values,

Under slogan (Conscious Minds Unite against Corruption), the second annual scientific conference of Iraqi Anti- corruption Academy held Monday, in the presence of the former Minister of Higher Education and Scientific Research (Dr. Abd al-Razak al- Issa), the head of BSA (Dr.Salah Noori Khalaf) and the former COI Commissioner ( Dr. Hassan al-Yasiri).

Under the heading (Scientific research and training are two main pillars to confront corruption), in his address at the conference, COI Commissioner (Ezat Tawfiq Jaffar) stressed the need for serious will to combat corruption, explaining that oversight bodies’ efforts can only work if there is a serious will, warning that there is a clear indications for supporting the oversight bodies, noting to the importance of applying those indications practically.

Jaffar pointed out that one of the objectives of the conference was to merge the scientific methods with the scientific research in combating corruption, as well as strengthening capacity building and development for oversight bodies’ personnel especially in COI.

Jaffar stated that COI completes the strategy on fighting corruption, calling on the concerned entities to adopt COI’s proposals and ideas to be converted to a program on the ground, warning that the road of fighting corruption is long and full of challenges; the matter requires support, assurance and increase oversight bodies’ efforts which already made great steps in this field.

The conference witnessed discussions of two scientific sessions, the first one was chaired by the federal BSA (Dr.Salah Noori Khalaf) presented the entitled research (Role of University in enhancing integrity and fighting corruption) by the researcher (Dr. Hussein Elaiwi Naser al-Zayadi) from collage of art-Thi Qar University, entitled research (Methods of training on promoting institutional integrity and limit fraud- proposed strategy plan) by researchers from BSA(Dr. Nawar M., Alaa Risheg and Batool Hassan), whereas the third research titled ( information technology and its impact on training to anti-corruption) by Dr. Samah Hussein from collage of legal-Babil University.

The second session presented three researches chaired by Dr. Muhsin al-Dhalimi. The first research is titled (Offices of researches and their role in fighting corruption-study on Iraq situation) by Dr. Amjed Hamid from Office of Researches at Council of Representatives. The second research is titled (impact of training strategies in achieving the best function performance- a survey on opinions of employees at the government banks in Baghdad) by Dr. Ahmed Abdul Salam, Dr. Ziad Tarik and Dr. Ahmed Mahmood Alaw).

As for the third research was titled ( effectiveness of modern training methods ) that submitted by ( Iyad Hadi Naji) in investigation office\ Babil.

The conference included explanatory screening on (Iraqi Academy against Corruption) and (short film on the integrity), as well as photographic exhibition, and awarding of participation certificates on the researchers, number of participants and attendance.

The scientific conference resulted several recommendations, including the following:

1-Protacting of integrity and preventing of corruption requires enhancing the effective cooperation between competent oversight bodies and Iraqi Universities through the researches, studies, holding seminars and conferences, in addition to workshops that promote integrity and increase awareness of citizens from the risk of corruption.

2- Need to develop vocabularies into the Educational curricula and Universities by the educational institutions in Ministry of Education and Higher Education and Scientific Research on deeping and installing the integrity and honesty values, and organize periodic awareness and educational programmers on protecting the integrity and honesty in addition to fighting corruption.

3- Developing a comprehensive and exact strategy by the government related to scientific research and studies for state management and solving the problems that it faces in general, and financial and administrative problems in particular.

4- Importance of adapting periodic and comprehensive policy of studies and scientific research mechanisms in Iraq, and assess its effectiveness scientifically, its ability to provide the solutions of key problems that society suffers from, which are corruption issues.

5- Researches and studies centers shall work on giving the importance to anti-corruption researches and promoting the integrity value, in addition to enrich the theoretical and practical side.

6- Legislating law of training includes the implementation mechanisms and means and how to measure the impact of training.

7- Joining the training process with policies and programs of human resources and development in institutions of the state, where the training is an important issue that contributes to improving and increasing the productivity at work.

8- Supporting the online training by government in all institutions to be the prevalence of what has a great role in reduce the expenditures, efforts and time, in addition to has a capacity in information.

9- The training programs should be inconsistent with nature of institution work in all ministries, which enhance the effectiveness of institutions performance.

10- Need to achieve the main objectives contained in the plans of ministries through projects to develop the ability of workers by organizing training courses and workshops and its impact on improving their abilities to develop preventive regulations, which would prevent or limit the violations and breaches of integrity and fraud before they occur in the entities in which they work.

11- Adapting the global specifications according to ISO standards to guide those who are working on training to develop a strategy to determine the training needs for formulating training programs according to the actual need for each institution.
