Prevention Office: Use alternative fuel wastes huge funds allocated to Electricity

An investigation team from prevention office recommended to activate stopped working electric power projects, which have fulfilled advanced rates of achievement amounted to (14000) M/W that will achieve self-efficiency in producing of electric power, including (thermal, gas and combined cycle) station, in addition to (Hyundai Diesel station), Samarra power station, stations in 12 locations, (17) secondary stations and the stopped steam units in number of stations, as well as investment contracts, where Ministry of Electricity has signed investment contracts with productivity powers reached to (8300) M/W, (3000) M/W of which entered the power national system, in addition to increasing the effectiveness of wiring to transmit electric power, to secure transmitting of actual need.

($ 29) billion
The team, who made field visits to some offices of Ministry of Electricity, Ministries and relevant entities to specify obstacles facing their works, and inability to meet the actual need for citizens. The total paid amounts within the investment budget of Ministry of Electricity from (2006-2017) reached over IQDs (34) trillion approximately ($29) billion, as for the achieved power reached to (16010) M/W, knowingly that the design capacity power is (33595) M/W, which means the achieved power is less than half.

Violations
The team diagnosed (in the report was sent to the offices of Ministers of Electricity and Oil) number of violations; such as, non-implementing the ministerial order issued by PM’s office on 10\9\ 2015 for dismissing (8) DGs of service and refer them to pension and referring the contract of supplying gasoil to power stations, to companies without approval of the committee of analyzing bids that excluded some of these Companies, or its names were not registered within the committee minutes. Indicating the delay in implementing the concluded contract between General Directorate for Electric Transmission of upper Euphrates region with one of the companies and the violations in supplying gas oil for two power stations.

The report proposed that the Cabinet adopt a decision to oblige Ministries of Electricity, Oil, Finance, Planning, Water Resources and Interior to cooperate for solving the electricity crisis within specific timings, in addition to hold an educational campaign by Ministry of Electricity to inform citizens not to trespass on electric transmission wiring; in order not to be subject to accountability, emphasizing on Ministry of Oil to provide electric power station with fuel with speed up the rehabilitation of gas fields which supplied gas stations and activating the energy committee, formed between Ministries of Oil and Electricity to discuss and prepare fuel plan and estimate the actual need for fuel.

Stations without fuel
The report noticed that Ministry of Electricity concluded contracts to import stations working with natural fuel, without taking into consideration necessity of supplying fuel near these stations and that what led to use alternative fuel instead of the original fuel which caused losing of large amounts as well as the deterioration of work of these stations, increasing maintenance costs and its negative environmental impact in addition to work with productive capacities less than their design capacity.

The report called for facilitating importation of power alternatives (renewable energy), using smart measuring system for all power beneficiaries, establishing regularities for importing household electrical devices according ot the standards of Ministry of Electricity in coordination with Central Organization for Standardization and Quality Control and following up border crossing to ensure not importing the devices out of regularities.
