And i f they are told, Do not corrupt in the earth, they say, but we are reformers (11) However, they are the corrupters, but they do not feel it.
Over the past three years, we have assumed responsibility in the Commission of Integrity, we have taken new steps that represented a qualitative shift in the work of the Commission. After some may not know a name for the Commission Integrity, it is now leading the news bulletins in its work and investigations; it has become the first on the Arab and regional levels, and one of world’s leading authorities of integrity; it enjoys a recognized international reputation. The talk here is about the Commission`s project and procedures as an independent state institution, not as an overall anti-corruption project on the state level.
Everyone may know that the fight against corruption is a collective responsibility of all constitutional ex_ecutive and legislative institutions.
To prove this, we will speak in the language of numbers. Today, we will publish a summary of the Commission`s achievements and investigations over the past three years, and I request from the dear brothers to view it.
The cases investigated by the Commission and referred to the courts of investigation over the last three years reached more than 29.000 cases; the number of accused persons in them reached approximately 34.000. The number of cases that the investigation courts were satisfied with their evidence and referred to the misdemeanors and criminal courts reached about 6.000 cases.
The total of the maintained funds and recovered reached more than 5.25 trillion.
The number of persons CoI investigated and referred to the competent investigative courts from the members of the Council of Representatives reached (48) from the current and former members, (48) from current and former ministers, and (17) of those ranked minister.
From the current and former governors (39), (438) from the current and former provincial council members, and (624) from current and former directors-general.
It did not stop on this limit, however. Arrest warrants, subpoenas and conviction judgments were issued, the number of subpoenas issued by the competent investigation judiciary based on CoI investigations reached to more than (17800) orders and more than (7400) arrest warrants, of which (6) arrest warrants and (50) subpoenas issued against current and former members of parliament.
(38) arrest warrants and (49) subpoenas issued against current and former Ministers, and (14) arrest warrants and (18) subpoenas orders issued against those ranked Minister
(64) arrest warrants and (142) subpoenas against current and former governors.
(106) arrest warrants and (592) subpoenas against members of current and former members of provincial councils.
(290) arrest warrants and (619) subpoenas against current and former D.Gs.
In this regard, CoI has signed several memorandums of understanding with the concerned international authorities, which resulted in achievement achieved in the first time of Iraq history, represented by extraditing one of the Ministers and one of the special ranks, despite the difficulties encountered by these operations
The total number of files relating to the recovery of funds that recovered by CoI during this period was (285) files, in which millions of dollars were recovered. The total number of files relating to the extradition of the fugitive convicts persons, in which a red international bulletin issued by INTERPOL was (380) files.
CoI has activated the file of illegal gain, or what is known as the principle of (where did you get this). For the first time in the history of Iraq and the region, an independent competent commission questioning is senior officials in this regard and bringing them to justice.
CoI did not stop at a certain point, but it opened files feared by many, including the files of the state real estate, as the Commission returned dozens of the real estate to the state ownership with estimated amount tens of billions as well as files of customs and so on, ended up with the educational revolution and the legislative revolution.
We have repeatedly said: Anti-corruption is a method and mechanisms, and so the Commission has done a less precedent in the work of the anti-corruption bodies in the world. The Commission has prepared more than twenty bills, Anti-Corruption vision and the Anti-Corruption roadmap prior to that, the National Anti-Corruption Strategy had been prepared.
COI has achieved all this, despite of the difficult of circumstances, lack of supporter and lack of financial allocations almost non-existent, based on the foregoing, allow me, with all humility to speak with scientific language to say to those who do not know the size of the tasks accomplished by the Commission in accordance with its powers:
Tell me about integrity commission or anti-corruption commission in the world- here I am talking about COI’s procedures and not anti-corruption measures at the level of the state in general- from east to west; it could accomplished half, in numbers, here I accept only half- what COI accomplished during the said period, The challenge is open to all within and outside Iraq, including anti-corruption authorities in developed countries notably Singapore, Malaysia, Australia and Denmark.
Some have said, with these investigations and achievements, who about corruption rampant, what is the benefit? We say that it is important that any entity fulfill its legal and national duty and carry out its tasks, no one should be asked to fulfill the tasks and duties of others, but only to fulfill its duties. This is the criterion.
On the other hand, the Commission is an investigative entity only, investigation and referral to the Justice is followed by issuance of arrest warrants, subpoenas and convection against the suspects, and whether these matters easy if concerned with the official on the position, as investigation of these will be a serious embarrassment to them, will be enough reason in Global anti-corruption literature to remove them by the competent authorities, even with no verdict issued by the justice.
If some are surprised now by these figures, because he is not following our reports, which we publish consistently with transparency or influenced by the wave of confusion and deception that prevail in the scene, this is not the problem of the commission.
Some are trying to delude public opinion throughout blame oversight bodies for the results of their corruption like COI, BSA and offices of IGs in contrary to approach of the countries of the world as a whole, the powers of these bodies limited and specific to follow-up issues of administrative and financial corruption, which is primarily related to legal irregularities in public service, the most vicious circle of corruption unlike other corruption aspects which leads them to be held by the bad people without integrity and not to remove them. As I announced my resignation not long ago, I did not back down from it, but left it at the will of the Prime Minister
Today I declare my resignation after the end of the waiting period for reasons that I often and frequently referring to at conferences and summits held by CoI during the past period after I accomplished my work perfectly.
We are so proud because we never bargain and we did not fear from any one only God, we enforced the law, preserved CoI’s independency in perfect way. Moreover, we did not allow to interfere in CoI work, above all, we terrified the corrupts and we delivered our message to everybody in which contained that everyone shall subject to the law and liability, CoI today is on the correct path.
I call the good persons to support the honest ones and the oversight bodies in addition to the judiciary and its independency and never be with the corrupts.
I thank the Arab Anti-Corruption and Integrity Network that honored me for its presidency for the current se_ssion, but I apologize that I will not be able to preside it and I wish them all success.
At the conclusion, I am so gratitude to the supreme religious authority (ALmarji’a) and I thank the trust of the Prime minister in our ability , moreover I thank everyone supported CoI’s efforts in fighting corruption especially the citizens, different social activities, Parliaments, media and CoI’s employees.
I kindly ask those whom I could not hire or respond to their assignment applications to understand that it is considered as legal commitment in which I often keened to preserved.
