The Declaration stresses the need to link anti-corruption efforts to the protection of social security.
The Sixth Ministerial Conference of the Arab Network for Promotion of Integrity and Fight against Corruption, held on 15-16\April 2018, concluded in Baghdad, which indicated to a close relationship between the spread of corruption, insecurity, growth of violent extremism and terrorism; tangible link on the level of general policies efforts between anti-corruption efforts and efforts to protect and consolidate security should be required. It called for continuing to promote participation and effectiveness in developing and implementing national anti-corruption strategies and liking them to international standards and indices.
The Declaration emphasized the importance of adopting a comprehensive vision of security concept, not only the role of traditional security institutions, but also taking into account the economic and social dimensions that need to be emphasized; to secure human and society security from the scourge of corruption, and to guide integrity and anti-corruption strategies to include sectors of priority by prospect of “Comprehensive concept for Human Security”, calling on the Arab Network for the Promotion of Integrity and Combating Corruption to extend its activities in the field of capacity development in the relevant ministries, specialized commissions, judicial and oversight bodies and non-governmental organizations NGOs through training, providing advice and to facilitate the exchange of experiences and expertise.
During the second day of the conference, which witnessed inauguration of the COI Commissioner, Dr. Hassan AL-Yasiri, the chairmanship of the Arab Network for Promotion of Integrity and Combating Corruption for the sixth meeting, held a series of working meetings dealing with relation between the corruption and security and its impacts on the sustainable development, enhancing integrity in traditional security institutions, risk of corruption on economic security and ways to address it, as well as transparency and accountability for improving public services quality and the efficiency of their delivery.
COI Commissioner, Dr. Hassan AL-Yasiri, talked about new mechanisms that COI has taken in Iraq, pointing out that it characterized by a field nature and faraway of traditional frameworks which is a pioneering work in the region level, indicating that these innovative mechanisms by COI Led to shift from its desk work to field work through a set of procedures, among them: forming auditing, investigative and filed teams and other Secret mobile inspection teams, as well as expanding complaints office and access to the citizen through various outlets.
Dr. AL-Yasiri, indicated that COI works with sprit of law for extending its powers, this resulted in the review the state real estate files and diagnosis of irregularities that occurred, return of dozens of real estate amounted to billions of dinars to the state ownership resulted, as well as follow –up border ports and customs and tax offices and other Institutions and services of a service nature.
Dr. Al-Yassiri shed the light on many legislations and draft laws submitted by CoI to develop the Anti-corruption Legal System. He illustrated that CoI developed more than (20) law drafts concerning developing the Anti-corruption legal system, especially the illicit gain law , Right of information access, witness protection and other laws that were submitted by CoI.
He also added that CoI developed visions included new mechanisms concerning the government and parliament work which introduced unusual suggestions of Anti-corruption agencies work such as (COI Anti- corruption vision, Road Map of fighting corruption on both long and short term). Moreover, it developed the National Strategy of Fighting Corruption, by stressing that CoI was able to achieve a great awareness revolution according to the requirements of corruption prevention in which required some of measures and procedures such as education awareness of corruption risks.
The meeting also held to show the performance of Arab states from the perspective of international indicators and ways to improve it compared to the most important international indicators and site of Arab States on them, opportunities to promote the upgrading of those indicators, relation among the economic performance environment, possibility of sustainability and continuing growth. Knowingly that the most popular indicators may not necessarily be most objective.
The meetings included a discussion of the latest innovations in prevention of corruption, and a meeting of NGO group on the Arab Network discussed the progress in implementing work plan, role of the group in cases affected by conflicts and priorities of the future work plan.
Awarded certificates were given to the members of participating delegates, representatives of community organizations, number of activists, experts and concerned with the promotion of integrity and anti- corruption.
