Most Corrupt in Anti-Bribery Campaign: Retirement, old vehicles invalidation and Al-kadhmiya real estate

A report by Anti-Bribery squads under the COI has indicated wide-spread of bribery and corruption in the National Retirement Commission (NRC), old vehicles invalidation square of Traffic Directorate, and Real Estate Registry Directorate, describing them the most corrupt state-run establishments.
The report underlined the ongoing of non-compliance of these directorates with the requirements of the National Anti-Bribery Campaign, despite of continuous visits of concerned units.
The reports also shed light on wrong procedures and the complicated red-tape, sticking to behind the times ways to complete petitions, regardless the authentication of documents, and not turning the modern methods like Smart Cards; furthermore, the existence of thousands of faked papers that belong to forgers and bogus individuals in the NRC.
The non-compliance of these government offices with anti-bribery measures and the slow process led to many citizens` complaints, and existence of facilitators (Muaqebeen) and mediators.
The report also points out the weakness in fulfilling the required steps to prevent bribe and stresses the absence of transparency at old vehicles invalidation square, and the dense presence of facilitators.
The report highlights the inactive role of Interior Affairs office, Intelligence Office and the representative of IG and daily occurrence of bribery, in addition to taking bribes by some of Interior Affairs personnel to allow some businessmen and mediators to enter their vehicles to the directorate to complete the petition.
The report described Al-Kadhmiya Real estate Registry in Baghdad as an island full of facilitators` offices, despite the many times confirmation by Anti-Bribery andIG personnel .The non-use of computers and archiving files is creating a vulnerable medium for bribery, the report says. It worth noting that Al-Kadhmiya is an upscale area.
