Competent in the media field can notice the changes that occurred on the CoI`s media speech, its direction and the way of putting forth corruption files and channels used in media speech. We can divide this period into three unequal periods from the temporal side but it can be harmonized with the spirit, bearings and understanding of the Commission`s administration media speech and how to lead that speech according to the administration`s understanding, and we can mention the privileges of each period according to our analysis from observing media as receivers and specialized ones, once again to instruct general media speech. First period privileges: Starts from the establishment date of the CoI under the name (the Commission on Public Integrity) until pensioning off Judge Radhi al Radhi upon his request as we heard from the Prime Minister on Al Hurra TV, that period distinguished as the following:
1-Multitude sources of news and statements, sometimes we hear it from an official spokesman and another time we hear it from the Commissioner, other times from different personages with various headlines and that does not meet the lowest criterion of addressing a speech and the art of persuasion.
2-The statements that we heard form the Commission`s official sources were on the government`s side and there were unequaled defense with it. In a form that facilitate a suitable mentality to receive a negative message about the CoI.
3-The Speech at that period was acceptable to some extent from the media point of view but after the change of the CoI`s media speech in an eye catching way, sharp degree and a small period of time from a government`s supporter to indignant from it, which led to more negative image about the first media message.
4-The chaotic departure of the previous Commissioner in a chaotic way and the occurrence of mutual accusations made the citizen losing his hope of the independence Commissions, convinced that the corruption is widespread in a country associated with weak services and widespread unemployment which increased the citizen`s contentment in corruption`s intensification in the country`s joints.
5-Accusations raised by Mr. Musa Faraj against Judge Al Radhi accusing him of corruption led to a negative impact on the citizen`s mood which created a general atmosphere that corruption is a positive social value not a social negativity.
6-What mentioned before is a dangerous retraction on the CoI`s media speech and the early years of the Commission, were negative by all means and not positive.
7-Mutual accusations and conversing among different blocs participating in state administration about corruption cases, created a new understanding for the citizen that the Iraqi State is a gain divided among politicians, knowing that mutual accusations was destined the popularity of the sides and reflected on the CoI, as a newborn product for the competitor blocs of corruption.
Second period privileges:
This period started with Mr. Faraj`s reign and ended with his resignation, this era is distinguished as a complementary of dropping the general average of the CoI`s nature of media speech, media speech of this period distinguished as the following:
1-Offensive media attack on the CoI and the Integrity by its new Commissioner accusing the former Commissioner of tearing down the Integrity`s rule on performing its duty that it was established for.
2-The media spokesman problem, he wasn`t absolutely fortunate, beside that he was not incompetent, and a reason of retreating the technical and professional level of media speech for the mentioned period, also the Commissioner`s convulsive continues statements have made the Commission`s media speech credibility retreats.
3-The Contradictions that accompanied the Commissioner`s statements for this period, starting as an absolute support to the government and a sharp criticism to its former Commissioner on the first two months, then changed to a sharp criticism against the government for the last days.
4-The speech was about him self in most of the series, dashed from a certain mental reality.
5-There was a positive evaluation to the Commissioner himself concerning his integrity on that period, but it was negative on the administrative and legal aspects. Therefore, many statements were empty of a legal instrument or any judicial award of convection.
Current period privileges:
Evaluating the CoI`s media speech from an independent examiner`s point of view, built his conclusions by observing the media through random patterns obtained from an educational, academic, popular and media gatherings that agreed on a new speech for CoI, marked as the following:
1-Unity of media speech, we don`t hear about a media spokesman for the Commission, but the speech is obvious and sincere and exclusively issued by the Commissioner`s spokesman.
2-Total avoidance of praising and dispraising the government or talking positively and negatively about the previous two periods on the media.
3-Directing the media speech towards corruption and avoiding the increased political struggles.
4-The citizen starts not to hear about huge corruption numbers.
5-The Commission avoided directing accusations towards employees and officials without convections.
6-Calm media speech that the CoI distinguished by at this period aimed to serve the culture of integrity, good news starts to appear to the receiver and news for citizens were not only about the Commission.
7-Interesting in spreading the culture of integrity is prior to combating corruption in a principle (prevention is better than cure).
8-Relying on quality operations in combating corruption.
9-By avoiding totally and permanently statements about achievements, made the citizen feels that the Commission is part of the corruption system, not for combating corruption.
10-The most important action for the current administration is creating a central management.
11-Create the spirit of competition in the CoI directorates through identifying and sponsoring qualities which carries an image among employees that the Commission`s administration is not seeking for persons, but for quality.
