The field follow up teams of CoI have underlined many of notices and breaches in the performance of number of municipality offices.

CoI have referred in a report to ministry of municipality and public works the lack of coordination and cooperation between the general directorate of municipality and its affiliates in Baghdad expressing that such things come out from inaccuracy in distributing vehicles, equipments, wages, collecting kiosk fees, parks, profession fees, advertisement and the correct use of human power in achieving functions and responsibilities.
The inspection teams of anti-bribery operations teams formed in CoI have noticed during its visits to municipality offices and its sites accumulating large numbers of equipments and heavy duty vehicles are not used in implementing and achieving the services in time such equipments are hired from contractors and that causes big lost to public fund.
Inspection teams said that some offices have left large numbers of equipments and vehicles in open areas for long times and that led to completely or partially damage to such equipments and vehicles. It referred from other side that other offices hire vehicles with their drivers from the contractors while such offices include dozens of drivers who undertake many equipments.
The operation of auditing discovered that there is no contract between the daily paid workers and some of the municipalities as well as the absence of accuracy in giving the salaries and the similarity in receiver`s signatures in some bills of expenditure besides the lack of attend record documents in some other department as well as there is a remarks about some of records where we found the work of some contractors apply between the work as night guards and work from the morning tell  the afternoon in conflicting with the contract purpose.
The inspections teams turned about some of the passing phenomena in performance like the existence of kiosk and garages which the earned money goes to individuals instead of the department treasury.
The teams stirring up the danger of bury the garbage in some of the province sectors where the container vehicle gathering the garbage in a bared square inside the municipality limit which destroyed the environment and the public health, the teams recommended of using the mass of concrete to fence a specialized places of bury and rotating according to the condition of safety and assurance.
The teams of COI evoke to the review of some municipalities within the authorized place and the residence number which benefit from its services,
The teams demand a quick treatment to the subject of distributing machines and to be benefit from the worked ones and try to reform the unemployed in the aim of extend the circle of services in entity as well as in quality and to reduce depending the hired machine to avoid waste of public funds
