Deputy present of cabinet for power affairs Mr. Husain Al shahristani ensure that the corruption in its different faces and sources is not less danger in threatening citizens life and Iraq future than terrorism slaughter.
Al shahristani called in his speech ,in the opening international Iraq meeting which organized by Commission of integrity (CoI), that the fighting corruption a national case and all Iraqis not only CoI must be responsible in order to not let the corruption success in obstruct construction and development operations and deprive citizen from his right to make use of his country wealth.
He praises on a good progress taken by Iraq on fighting corruption through admission national strategy on fighting corruption and constitutes requested bodies for this national mission like CoI, inspector generals, legislating requested laws to prosecute corruption crimes and ratifying the international convention against corruption, but he stressed what was achieved not mean reaching requested results and success need great efforts to achieve the slogan of the forum (towards society free of corruption).
Deputy present of cabinet mentioned the bad results which produced of implementing amnesty law which legislated by council of representatives without restrictions and limitations, he added such law released many corrupt persons ministers and high officials among them and he demanded to deal with such results to prevent the society of the corrupt people practices.
He encouraged all parties to comply with the national anti corruption strategy articles that CoI in charge with and seek to implement it aims in national spirit a way from political wrangles, he criticize turning some TV programs to competition circle which serve the national case praising the results that CoI achieved by implementing its responsibilities, he said without national independent integrity we cannot identify and prosecute corrupt persons and those who steal public money.
Al Shahristani ask the participated states in Baghdad forum which hold in cooperation with UNDP and all signed states on the UNCAC to activate this convention articles specially regarding following fugitives and stolen money and recovered it to its countries, he said without such assistance no party can restrict the corruption and terminate it.
Deputy present of cabinet ensure that Iraq is waiting the thoughts, recommendations and results which will be identified from the parties conversations of the forum, he add that we wish to build country free from corruption.
Judge Alaa Joad Hameed Head of CoI has opened the forum activities by his speech saying Iraq forum represents a connecting link of a series of continued activities between Iraq and other states to prevent corruption which become worldwide epidemic spread to all continents.
Judge Hameed emphasized that the confrontation to this complicated system of corrupt persons cannot be succeeded without collective cooperation, exchanging experiences, gathering efforts to build international strategy for fighting corruption, diagnosing the problem under legal and scientific perspective and neutral and subjective professional standards avoid lessening the corruption or inflate it in a way spread it
He said we are seek to deal with integrity subject as national case not as institutional duty adopted by society and work to establish its principles through its social system by make use of the religious, morality and legal value to build a human able to expulsion corruption and encourage an integrity behaviors.
The Commissioner of COI emphasized on the integral role of oversight bodies in state, media institutions and civil society organizations for finding out all aspects of corruption in order to judiciary to take the final decision in every case, he stated that Iraq in the light of this experiment is actually ahead of most other countries in the speed of completion its review So that even though there were forty countries under review from186 countries showed desired with that review.
The Commissioner focused on the important of international and territorial efforts in success of fighting corruption. He said, that our choice is our countries should be fired and not incubator to the corruption and the first choices is moving behind detective the stolen money and extradite the accused persons to there countries and our partnership with our allies who fighting corruption and make it a way to uncovered evidences of corruption as its considered a convicting evidence. Furthermore the case should not be pursued base on aims that are not related to the goals out institution in a way that might lead to dispread of corruption without achieved the facts that condemn the criminals.
The Representative of General Secretary of UN praised the Iraqi efforts to create objective circumstances and conditions to fighting corruption and spreading integrity culture, he mentioned that carrying out these principles achieved levels of confidence between the citizens and government and spread atmosphere of national understanding.
The international officer clarified in his speech, which was delivered by on his behalf by Jackleen Badcoock, that among the important steps which Iraq has accomplished in the way of fighting corruption is signed the United Convention Against Corruption which is contain of many important procedures to forming international cooperation in the field of fighting corruption.
The National Officer referred to the existing bodies in Iraq as a oversight entities for corruption, he stated, that guarantee the coordination conditions among these entities, government and legislation authority is create important role to constitute concepts of credibility, moving with transparency and supporting integrity efforts, he said that Iraq in 2012 was take important step in that way by launch national strategy for fighting corruption.
The National Officer expressed his optimism that the dialogues and interpositions among the participants of the countries in forum lead to positive outcomes contribute to guarantee the mutual assistant for exchange of expertise and enhancement of anti-corruption conditions.
The Head of Federal Supreme Court Medhat AL-mahmood stressed on the exalted goals which called by forum, he said, that creation community free of corruption is a good goal and should be supported collectively to succeed it because he knows the strong effective of octopus of corruption which is harmed the body of community and confiscate the citizen right in the opportunities of life and anther related rights.
