Fact- Finding team has criticized the ignore of mayoralty of Baghdad about using , developing and investing the parking yards in spite of the important incomes and effective service sector, while the citizens are suffering hard difficulties, because of the traffic jam and intrusive persons exploitation on the public yards.
The team that belongs to CoI through the field visits for offices and its affiliates found the mayoralty of Baghdad has a lot of public yards most of them in central and commercial sites has effective movement in the capital ,but its negligent and underdeveloped that made its burden on public life movement and not utility for citizens service.
The team has noted all yards almost out of mayoralty of Baghdad control, whereas the responsible persons impose fees more than the specify amount about (1000ID) by mayoralty of Baghdad and they mange it in illegal way and became burden on vehicles movement because of arbitrary of the entry and departure point and exceeding on the sidewalks and roads.
Adding to, the team has revealed that, most of the contractors didn`t sign with mayoralty of Baghdad legal contracts obliged them of instructions of yard administration and collection of parking fees in due receipts and fix license signs, respect the sidewalk and roads instructions , that made them away from the prosecution and legal fining .
The team has indicated in his report that CoI has sent copy to mayoralty of Baghdad, that absence of monitoring, follow up, accountability encouraged most of persons to control on some of streets, sidewalks, and yards belong to no body and transformation it to illegal parking for vehicles manage for their benefit .
The fact-finding team has met with officials in the mayoralty of Baghdad who they mentioned, that they could not counter that exceeding or reduce it, bearing responsibility on security for non-cooperation in this field or even standing beside the squatters.
Mayoralty of Baghdad’s documents showed that lease contracts of some relevant yards have finished since ten years and are still under control by unknown persons. From the legal side, these contracts are unbeknown till know. They are (7) in Alshulla, (8) in Kahdimya, (4) in new Baghdad, and (9) in Alkerkh, that means waist and lose millions of IDs from stats’ treasure revenue.
The teams’ facts finding uncovered that mayoralty of Baghdad did not adopt scientific and objective survey to develop the related yards even though most of them are in a vital locations and it’s to hard to estimate their values whereas, it could be turned into garages constitute of several floors technically operated just like in the other countries that some of them are nearby Iraq in order to achieve high revenues for the public treasure.
Officials of drawing ways department at the mayoralty have informed the teams’ fact finding that they previously approved ministerial committee recommendations on handling traffic jams via establishing new garages in places overpopulated such as Albataween, Pension directorate and Alzawra Park. They said that the mayoralty did not take those ideas into consideration although of being all planning conditions available.
The team has threw the blame on mayoralty of Baghdad for ignorance of an offer by the ministry of industry which it shows its willingness to construct structures and buildings for cars parking in a technical capacities gained due to its dealing with an Irish company specialized in such activity. The team states, that mayoralty and its different sections did not react with the presented suggestion since seven months.
CoI Prevention office holds a workshop in mayoralty building to discuss negative reality of public yards for cars parking related to mayoralty of Baghdad and reasons over not renewing most of lease contracts and ways of moving them to developed utility services participate to reduce traffic jams that the capital roads suffer from.
CoI team recommended constituting a joint committee of mayoralty, ministries and concerned parties to set a detailed plan for developing yards parking in Baghdad that lead to eliminate sidewalks occupation phenomenon which obstruct traffic movement.
The team members recommended taking some of the opinions officials into consideration to manage the parks directly by their personnel, in order to avoid manipulation, and also to strengthen the controlling measures and inspection. They demanded the contractors to fix signs with clear instructions of parking fees and by unified receipts with a verified amount valued ID (1000), and take severe measures against those breaking instructions. As well as the owners of building shall provide areas for vehicles parking in the process of getting license in erecting buildings.
