Commission of integrity: Starting work sessions of Baghdad international meeting of anti corruption

The work sessions of Baghdad international meeting started today under the slogan of comprehensive vision toward building an honest society.
Representatives from Egypt, Jordan, Kuwait, Lebanon, Yemen, Iran, Britain, United States, in addition to United Nations and Arabic network of Integrity and fighting corruption and international experts participate in the meeting discussions.
Number of states` representatives and international experts shared their points of view in details with regard to the international cooperation during the past period and the achievement aspects as well as the failure reasons that faced by the countries in view of fighting corruption cases.
The representatives of participated countries addressed the corruption problems that faced their countries in implementing anti-corruption plans, while others discussed the fact of spreading the corruption phenomenon, embezzlement of public fund and the legal gaps used by the corrupts to reach their goals.
The discussions of participants in the second session focused on the international values of the strategic planning of fighting corruption while some attendees showed the efforts of their countries to draft and implement national strategies to combat corruption. 
The participants` points of view agreed upon that the international anti corruption convention constitute a frame that all countries could be included within it and it could be regarded as an active element to strengthen the national legal systems to confront the most effective kind of corruption.
Some of the countries representatives reviewed their sectorial experiences in combating corruption in the government institutions and the reasons that allowed corrupters to abuse the functions and the public fund.
The participants of the meeting also stressed during their third session on the impact of the ethical, social and religious standards in organizing the individuals` behavior, preventing the bad people from abusing the public fund and breaching the public service regulations to achieve personal benefits.
Speakers from Iraq highlighted the impact of the political dictatorial situation in spreading the corruption phenomenon due to the weakness of the salaries system and possessing the public fund by the governing parties. They also focused on the necessity of adopting the religious culture and standards and the social heritage to spread the integrity culture and fighting corruption.
 Others stressed that maintaining the values system requires a strict enforcement of law so that offenders and corrupts would not be saved from justice and be able to violate citizens` rights.
Others comments confirmed the urgent need to deepen the cooperation and coordination with the civil society organizations to expand the circle of spreading culture of integrity and teach people of the corruption danger on different aspects of life and on reconstruction programs.
