The participants in the legal conference of COI assured that task of preservation public money and the punishment from corrupt need to establish a complete legal system which guarantee the rights of citizens and spreading integrity values and transparency in the society.
The members of the conference, that was attended by the Secretary General of the Council of Ministers Mr.Ali Allaq , head of the Supreme Judicial Council Hassan Ibrahim Al humairi , numbers of inspectors general ,officials in the ministries and oversight institutions ,stressed to draw a clear legal vision about the applicable national legislation relating to the prohibition of corrupt practices ,the public office obligations and the issues that require the amendment of some legal articles or legislation of new articles.
The conference recommendation which was concluded under the slogan " towards adopting of national legislation with UNCIC " called for conducting some amendment for the applicable laws , enacting other legislations, provides conditions and climates required for activating the mechanisms of cooperation between Iraq and the international community in fighting corruption ,spreading integrity values , extradition of escapee criminals , recovering money smuggled abroad and especially that Iraq has signed UNCIC in 2007.
The judge Alaa Jwad Hmeed, head of CoI, has initiated the conference with speech in which he denounced Periods tyranny that rolled in governing Iraq, when it was the legislation of humanitarian base , it losses freedoms and facing huge amount of offenses , corruption and isolation .
He stressed the urgent need to strength the relationship between domestic and international laws and he said that adopting national legislation with the UN laws which embodying a form of openness for its human experience efforts in fighting corruption .
He emphasizes the initiative of Iraq to join to the UNCIC . He said it confirms the Iraqi efforts to build the Iraq and conducting its legislation that lead to achieve an international goal to eradicate corruption , educating the society to reject corruption, preserving the public money and assuring the best ways for its investment for the benefit of people.
T he judge Alaa Jwad Hmeed, focused that the legislation institution should support the guidance of COI to benefit from the international convection and its provisions in order to achieve the objectives of international cooperation and securing the extradition of persons , recovering money smuggled abroad.
The participants in the conference during sessions discussion presented judges , researchers studies and research that handled with several subjects such as; the legal measures in the Iraqi legislation and justifications for Iraq`s affiliation to the UNCIC and its implications and corruption vision in pursuant to the international convection, the national laws ,the legal vision of the illicit gain and citizen right towards the state to formulate comprehensive national anti-corruption strategy.
