CoI’s Office of Investigations revealed that it was able to seize cases of manipulation and forgery of (66) payment bills issued in the pension files of the staff of the General Education Directorate of the province of Diyala, as the total sums spent contrary to the controls and instructions reached more than five billion dinars.
The Office reported on the details of the seizure operation carried out by CoI’s team of the Diyala Investigation Office, which moved to the Diyala Education Directorate, that after reviewing the payment documents and files in the Accounts Section of the Directorate, it was able to seize (66) payment bills of pension bonuses paid to the Directorate’s retirees contrary to the controls and instructions, and that the total amount reached (5.175.000.000) dinars.
The preliminary investigations conducted by the team led to the disclosure of the loss of the bonus lists items for retirees amounted to (3.988.000.000) dinars, spent under duplicate payment bills, in addition to the repetition of items, which resulted in paying an amount of (386.000.000) dinars more than once contrary to controls.
In the course of its audits of the payment bills, the team noted the existence of lists items totaling 616.000.000 dinars signed and audited without bills or conclusions, as well as list items under which 184.000.000 dinars were paid as pension bonuses to the due persons without payment bills, the Office added.
