Prevention Office: committee of inability determination included importing vehicles for persons without disabilities
Prevention Office emphasizes integrity in granting health inability degree by health committees
Investigation team from prevention office revealed existence of wasting in incomes and violations in mechanism of importing vehicles with special needs, pointing out that there is a big difference in number of licenses of imported vehicles that registered in State Company for Iraqi Motor Show and Customs Authority.
The team, who visit the above company to see the mechanisms of implementing the Cabinet` decision no.(10) of 2012, confirmed the need for company to eliminate the mediator`s role in completing the import of vehicles, especially after working on the electronic form and identify type of imported and tuner vehicles, in order to avoid entry of speculators and owners of motor shows to exploit the need of disabled and convert the law no.(38) of 2013 on assistance to persons with disabilities to a chance to trade.
The above team in his report that sent a copy of which to office of the Minister of Trade and Minister of Health, emphasized that the health committees shall be fair in granting health inability degree, and follow up their work by IG office in Ministry of Health, as well as re-consideration in granting some cases of disability to unqualified persons as mentally reinforced.
The report diagnosed a large number of vehicles were imported after issuing the ex-emption order in the article (18) from law no.(38) of 2013, and most of imported vehicles are very expensive, which caused wasting a lot of incomes for being their customs duties are great, and exploit the gaps in the workable mechanism, where the head of Disabled Persons Commission was expressed reservation about this article, because there are (4) million person with disability according to the statistic of Ministry of planning for the number of disabled and the infrastructure and street do not accommodate vehicles for those disabled persons.
The above report noted that there were no regulations and working mechanisms in import department in company of motor shows that organizes an import license of vehicles for disabled persons and non-compliance with the deadlines for issuance of license, in addition to some employees, officers and employees of facilities protection to follow up the petitions of import license, and the outlets of petitions receiving should be in Baghdad only, pointing out that there is a great difference in the number of vehicles for disabled persons that import license was issued in State Company for Iraqi Motor Show amount of ( 20688) vehicle and Customers Commission of( 33328) vehicle, this indicates that issuing licenses without customs duties and without including their in issuance records.
The mentioned repot revealed that the committees of determining the disability in Ministry of Health included persons do not apply the descriptions of disabled to the as stipulated in law no.(38) of 2013, and increase the number of disabled persons registered in rehabilitation centers for them, especially after issuing the decision no.( 10) of 2012, where the total number of medical reports that were issued by the Ministry more than (57,000) report, explaining occurrence of violations by the medical committee, for example, the description of disability and type of disease were not written down in (4870) record and were not stated of (8164) condition, as well as (286) condition of retardation, knowingly, that granting the tuner vehicle didn`t mention in the instructions and medical conditions were not included within the instructions of medical reports issued by Ministry of Health.
