Seized working water projects, rain, sewage water treatment projects in Kirkuk Province cost IQDs 271 billion

CoI announced the total of lagging projects in Kirkuk Province monitored and documents by one of its teams that visited the province to investigate the lagging construction, service and investment projects, all within CoI’s efforts and procedures to monitor and investigate the lagging projects in the provinces, indicating that they reached 197 projects.
IQDs 500 billion
CoI indicated in a report that the said projects varies among electricity; building hospitals, schools and stadiums; residence, trade and tourist compounds; hotels; water and sewage treatment facilities as well as others, noting that among such projects were two hospitals with 600-beds capacity by local and foreign companies for more than $170.000.000, and indicating that the cost of the lagging projects in Kirkuk Water Directorate reached IQDs 131.000.000.000, most importantly is Kirkuk Combined Water Project, as well as about IQDs 140.000.000.000 as a cost for studying, designing implementing the first stage of rain and sewage water treatment networks as well as the elevating stations in Kirkuk sewage project which was awarded to a foreign company.

The report confirmed the existence of lagging in the projects of building 71 schools awarded by the Ministry of Education and Kirkuk Province to local and foreign companies within the Region Development Plan and the Investment Plan, as well as 111 projects awarded by Kirkuk Investment Commission, including 86 projects with 0% completion percentage for residence and trade compounds; hotels, malls, hospitals, private universities and others, while the cost of the project of surveillance cameras, explosive detections, and central leadership of Kirkuk City awarded by the Province to a foreign company reached $15.860.000. It indicated that among that were the project of constructing the two buildings of power plants and a 33/11 KV plant equipment installation, Kirkuk power distribution station for more than IQDs 7.000.000.000, and the projects of renovating the Olympic stadium, establishing 2000 seats stadium and youth centers.
Reason of Lagging
The relevant offices attributed the reasons of lagging for the lack of financial liquidity at the Province, weak material capacities of the implementing companies, or for the satisfactorily cancelled contracts with companies, in addition to the military works, and other administrative, technical and legal reasons.
Noteworthy to mention that CoI had announced in late past November the total lagging projects in Salahuddine Province, monitored by its investigative teams formed in all CoI’s investigative offices and directorates, which were divided into north, middle and south regions, tasked with classifying the criminal cases in terms of importance, completing the investigation and detection in the lagging construction, service and investment projects. CoI’s DGs have been tasked with running these teams and supervising the completion of their works as well as submitting summaries on the investigation results, as CoI has started publishing the reports of the north region.
