CoI revealed its first report through its efforts and procedures in revealing, following up and investigating postponed projects in provinces, where revealed overall postponed projects in Salahuddin province, which were reveled and registered by one of its teams that moved to above province for detecting and investigating in postponed recantation, services and investment projects, which were amounted (598) projects, (269) of which were opened criminal cases in which.
Facts brief
CoI clarified in its report that the criminal cases, which were opened on projects of electric power, water parks, sewage system, road- paving and constricting, in addition to building the schools, sports facilities, staterooms and others, notifying that the province did not liquidate advances of 179 projects, knowingly, there are allegations of paying funds allocated for projects contrary to the instructions, which is considered a waste in public money.
In addition to the above, there are allegations of manipulation and waste in public money in a number of projects, where the report revealed that the above province has contracted to provide vehicles for Municipality of Salahuddin amounted of (IQDs 27,900.000.000), part of which was provided, and the remaining amount for their account. The amount of (IQDs 5, 775.000.000) billion paid to Al-Dour/ Al-Alam Co, although the rate of performance was 0%, in addition to a violation in Baled drainage project as well as to the change of origin of many materials of the project in contrary to the contract, purchasing expensive materials, recruiting subcontractors, knowingly that the province awarded the projects through direct bids.
Two trillions dinars
The report confirmed that no criminal cases opened till know for the postponed projects that amounted to 329 projects amounted to two trillions dinars which were financed from an allocated funds used for developing the regions from oil revenues and the plan of investment for many ministries. Clarifying that these projects included building 300 schools and kindergartens, hospitals, health clinic, building private clinic and medical committees, in addition to supply equipment for power plant and erecting waster systems, building many streets and governmental building. The performance rates ranged from zero to 95%.
The postponed projects reasons
The report indicated that the reasons of the postponed projects ranged from the lack of allocations, no existences of such projects and suspending the finance by the province, in addition to the lack of financial recourses of the implementing companies, taking back the works from the contractors and regions were not under the control of the security forces. The report shed light upon the prominent postponed projects as the project of building four hospitals by Germans and Turkish companies amounted to $140,000,000,in addition to build roads at length of 800 kilometers in many regions and distracts that amounted to 96,000,000,000 billion dinars and completing the projects of Al-Dejeil and Baled amounted to 97,000,000,000 billion dinars.
Knowingly that COI announced establishing an inquiry teams in all directorates and offices of investigation in COI late October, moreover the teams classified the importance cases and completing the investigation concerning the projects of constructions, services and the postponed investment. COI assigned their DGs to administrate the works of these teams and to supervise completing the works and submitting the results of investigation.
