CoI reveals the number of accused persons referred to justice during current year first half
CoI revealed the details of its investigative, legal, preventive and educational achievements for the first half of 2018, announcing its semi-annual report, and highlighting the achievements of its offices, directorates and investigation offices throughout Iraq except for Kurdistan region.
CoI confirmed, in announcing its mid-term report, that the public funds that were recovered or judicial sentences issued to recover, which CoI prevented and stopped from wasting, and returned to the public treasury amounted to (386.969.597.603) billion dinars during this period exclusively.
It referred to its reviewal of (13641) whistleblowing, information and criminal cases, indicating that the number whistleblowing was 1361, the number of information amounted to 3807, while the criminal cases reached 8473 cases.
In toted that the number of the accused persons referred to the court of subject, misdemeanors and criminal court was (1539), including 5 ministers and those of their rank, against whom 9 referral decisions were issued, as the number of special positions and directors-general – referred to justice -reached 93 accused persons, against whom 112 referral decisions were issued.
It also indicated that its investigations led to the issuance of 1071 arrest warrants by the judicial authorities; 476 of which were ex.ecuted during the first half of the current year, while the number of ministers and those of the same rank was 9 against whom 21 arrest warrants were issued. In addition to 107 other arrest warrants issued against 59 of special positions and directors-general.
The number of subpoenas issued on the basis of the CoI`s investigations during the same period was 3738, 2275 of which were ex.ecuted, indicating that the number of ministers and those of the same rank was 10 against whom 12 subpoenas were issued. On the other hand, the number of those against whom writs were issued, from special positions and directors-general, was 171; against whom 222 writs were issued, as well as the issuance of 736 judicial arrest warrants, 10 of which were issued against 7 accused persons of special positions and directors general. According to the Commission`s investigations, the number of travel bans was 97, 3 of which were issued against ministers or their rank, and 10 from the special positions, directors-general and those of the same rank.
The report presented the number of accused persons, criminal cases, estimated amounts and cases covered by the amnesty law, indicating that the total number of accused persons in relation to cases of corruption referred by CoI amounted to 418 defendants and convicts in 360 criminal cases.
CoI referred in its report to the seizure operations and seized funds carried out during the first half of this year, indicating that it carried out 216 seizure operations, 62 of which were carried out by Basra Investigation Directorate, 23 by Baghdad and (19) by Nineveh Investigation Directorate, as well as 112 operations carried out by CoI’s investigation directorates and offices in all the governorates except Kurdistan, pointing out that the number of accused in those operations amounted to 231 accused persons, supported by the criminal exhibits that is caught and fixed in the minutes organized by CoI teams and submitted to the competent investigative entities.
During the same period, CoI worked exclusively on 343 files on fugitives wanted in cases of corruption, 64 files of which were prepared, while at the same time worked on 209 files to recover smuggled money.
In the same year, CoI received 16900 financial disclosure forms. The response rate of the President of the Republic, Prime Minister, Speaker of the Parliament, Head of the Judiciary, the vice presidents, and deputy speakers of the parliament reached 100%. The ministers` response rate was 86.4%; 3 ministers did not disclose their financial statuses. While the response of the heads of commissions, entities not affiliated with a ministry and those ranked ministers reached 67.7%; 10 of them did not disclose their financial statuses, while the response of the outgoing members of parliament reached 36.3%; only 118 MPs disclosed their financial statuses out of 325 MPs.
The report pointed out that CoI has set up secret mobile inspection teams working in a number of state institutions to clarify the level of services provided to citizens. The number of visits during the first half of 2018 was 66 visits, included 40 administrative structures of two ministries, while the public service performance evaluation teams made 1099 visits in Baghdad and the other governorates included 568 administrative formations in (29) ministries and entities not affiliated to a ministry; in order to ensure the development of work procedures and transparency in the offices that provide services to citizens, as well as to follow up the implementation of the requirements of the National Anti-Bribery Campaign.
The report highlighted the draft legislation and laws implemented and proposed by CoI and the measures taken during the same period. It also included the educational and awareness-raising activities conducted by CoI during that period.
