Meeting of national oversight bodies for forming joint committees to investigate, detect, support of service ministries

Commission of Integrity held deliberative regulatory meeting of national oversight bodies with participation of Board of Supreme Audit and offices of Inspectors General. The participants discussed the problems which faced by some ministries and offices of Inspectors General due to transfer the powers to the governorates, suggesting the formation joint committees to investigate, detect and support to the service ministries.

The commissioner (Ezat Tawfiq Jaafar) confirmed, during the meeting which hosted by Iraqi Anti-Corruption Academy, promotion the joint cooperation among the national oversight bodies, stressing the importance of presenting point of views in frankly and transparency for reaching to successful and fast solutions to all problems and obstacles which faces the work of national oversight bodies that the public relies on to reduce the corruptions and prevention of abuses on public funds. He proposed the formation of two committees, the first committee is legal responsible for collection of laws and drafts of proposal projects that contribute to development of the national oversight bodies and the second committee is responsible for preparing performance evaluation standards in the offices of Inspectors General and promotion the abilities of its staffs via training provided by Iraqi Anti-Corruption Academy by the courses and seminars which organized by the Academy continuously.

Dr.Salah Nouri Khalaf, chairman of the Board of Supreme Audit, confirmed the importance of holding this meeting which would lead to study of problems and obstacles that faces the work of national oversight bodies, he also highlighted the mechanism followed by Board of Supreme Audit in referring the investigative cases to Commission of Integrity, Prosecution General and offices of Inspectors General, pointing out the oversight bodies need to enact some laws which resolves the problems and obstacles that facing its works and “ this is what we work during the interviews and joint meetings via coordination committee that includes representatives of oversight bodies.

The participants discussed a number of proposals to removal the problems facing the work of Inspector General Offices. Especially after the decision of transfer the ministries` powers to governorates, in order to use the powers of CoI. The governor requested from Inspectors General Office to investigate in corruption cases and waste of public funds and continuing to inspection visits and inform the governor of their results for continuing communication among the offices of Inspectors General and governors, noting the importance of issuing law of Inspectors General Offices and confirming the importance of the work of these offices and protect their employees, with necessity to authorize these offices by the minster; to plead in corruption cases and waste of public funds.

The participants concluded to form joint committee to investigate in cases which affecting on the daily citizens life, such as lack of services as water, electricity, health, education during joint cooperation among the national oversight bodies, ministries and institutions that provide these services by specify a fixed date each month to discuss development, proposals and solution.
